About the position

The Information Technology Specialist 1 (NY HELPs) position is responsible for all phases of the System Development Life Cycle under the direction of an Information Technology Specialist 2. The incumbent will gather requirements, analyze, document, and test agency application systems. The role involves identifying and documenting business requirements, creating functional design documents, providing end-user support, developing SQL statements for data analysis, and communicating technical issues effectively. The position is located in Albany, NY, and is part of the Office of Information Technology Services.

Responsibilities

  • Identify and document business requirements to develop automated applications which meet business priorities.
  • Create detailed functional design documents for system implementations, integrations, and enhancements including process flow documents.
  • Provide support for end-users and troubleshoot help desk tickets and data issues.
  • Develop and execute SQL statements for data analysis.
  • Identify issues requiring technical solutions and assist in continued improvement.
  • Communicate technical issues and information effectively with functional and technical staff.
  • Collaborate effectively within a team environment and with members of other teams as necessary.
  • Participate in meetings with ITS and Tax customers.
  • Communicate clearly with Tax management and users, ITS management, and team members.

Requirements

  • A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
  • A bachelor's or higher-level degree in any field and one year of experience in information technology.
  • 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
  • Two years of professional experience in information technology.
