About the position

The Information Systems Advisor II - Drivers Applications role at the Illinois Secretary of State involves acting as a top-level technical contributor in application development for multiple departments. The position requires providing technical consultation on complex projects, performing systems analysis and design, and overseeing programming staff. The advisor will work closely with user departments to define business requirements and ensure compliance with standards while also participating in employee evaluations and project management.

Responsibilities

• Perform senior level systems analysis and programming work using COBOL and other coding tools.
• Design and develop special applications and complex data processing systems.
• Review assigned systems for compliance with standards and guidelines.
• Work directly with user departments to develop scope and business requirements for initiatives.
• Supervise a limited number of programming staff, assigning projects and monitoring work.
• Prepare documentation defining system requirements, costs, and impacts on public service.
• Assist in training programs for users supported by the department.
• Monitor project initiatives and keep user departments informed on status.

Requirements

• Completion of two years of college coursework in computer science.
• 4.5 years of experience in technical systems and/or programming and/or IT project management.
• At least 1 year of supervisory experience.
• Extensive knowledge of systems design and implementation.
• Excellent oral and written communication skills.

Nice-to-haves

• Experience with Java, JavaScript, and HTML.
• Knowledge of project management methodologies.
