About The Position

This position compiles, analyzes, and disseminates information related to all Department of Planning and Development Services activities, including Administration, Planning, Inspections, Zoning, Development Center, and Plan Review, in the development of measurable performance standards. It manages the GIS function and employs GIS to perform analysis and produce graphics in support of policy initiatives, analyzing and synthesizing performance data, and conducting research and analysis of policy issues to inform and guide the activities of the Department. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision. The work is considered sedentary and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires mental acuity, speaking, and visual acuity. The work environment involves no known environmental hazards and is dynamic, requiring sensitivity to change and responsiveness to changing goals, priorities, and needs.

Requirements

  • Bachelor’s degree in public or business administration, planning, geography, information systems, statistics, or closely related field.
  • Three (3) years of relevant prior experience.
  • Valid South Carolina Class “D” Driver’s License.
  • Knowledge of basic algebra involving variables and formulas, and/or computing discounts and interest rates.
  • Knowledge of personal computer equipment with skill in the use of Microsoft Office preferred, utilizing the various software programs, as well as data entry skills.
  • Ability to develop new approaches or methodologies to solve problems not previously encountered by analyzing, synthesizing or evaluating data or information using unconventional or untried methods.
  • Ability to negotiate, exchanging ideas, information and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions or solutions.
  • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner.
  • Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact.
  • Ability to read and interpret professional materials involving advanced bodies of knowledge related to politics, economics, law, and other complex disciplines; writing extremely complex papers and reports; speaking to high-level political, legal, or other such groups.
  • Ability to perform advanced professional-level work methods and practices in the analysis, coordination or interpretation of work of a professional, legal, managerial or political nature and the ability for formulate important recommendations or make decisions that have an organization-wide impact.
  • Requires sustained, intense concentration for accurate results and continuous exposure to sustained, unusual pressure.
  • Ability to make decisions, affecting a large segment of the organization and the general public; works in a dynamic environment; responsible to assist in developing policy and practices.

Responsibilities

  • Complies and provides technical analysis of performance data related to the Department of Planning and Development Services activities to include Administration, Inspections, Planning, Zoning, Development Center and Plan Review Department and Division activities.
  • Manages the GIS function.
  • Facilitates the flow of information concerning these activities to the public and decision makers through the production of regularly scheduled reports that are timely and accessible.
  • Coordinates activities of the department related to the use of departmental software, Geographic Information Systems, record digitization, and special studies.
  • Produces and updates reports and studies related to Departmental activities.
  • Assists with production of departmental reports and studies pertaining to performance measures, work programs, and budgetary benchmarks.
  • Responds to requests for information from internal and external customers.
  • Creates reports on Planning and Development Services activities.
  • Produces information as needed for presentations, agenda packets, and/or publications.
  • Maintains and manages departmental data on website.
  • Manages EnerGov projects.
  • Performs general administrative duties as required, including but not limited to attending meetings, preparing reports and correspondence, reviewing mail and literature, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.
  • Performs other related duties as assigned.
