About the position

The Information Exchange Coordinator (Operations and Policy Analyst 4) at the Oregon Health Authority is a full-time managerial role focused on overseeing information exchange and third-party system access to ensure compliance with privacy and security regulations. This position serves as a subject matter expert, collaborating with various agencies and organizations to support health equity initiatives and improve behavioral health services in Oregon. The role involves significant interaction with management and external partners, requiring strong analytical and communication skills.

Responsibilities

  • Provide direction and expertise on information exchange and third-party system access.
  • Support activities related to HB 4002, addressing behavioral health and addiction crises.
  • Collaborate with the Department of Justice, Oregon Contracts and Procurement, and other community partners.
  • Serve as the key point of contact for the Information Exchange Program.
  • Ensure compliance with Oregon Administrative Rules and federal/state data privacy regulations.

Requirements

  • Bachelor's Degree in Business, Public Administration, Healthcare Management, Behavioral or Social Sciences, Finance, Political Science, or a related field.
  • Five years of professional-level evaluative, analytical, and planning work experience, or equivalent combination of education and experience totaling eight years.
  • Contracting experience for third party/vendor access is required.
  • Certification in contract management, risk, security, or privacy (e.g., CISA, CIPM, CIPT, CRISC) within 12 months of service.
