About the position

The Human Resources Specialist at North Orange County Community College District performs a variety of professional, administrative, technical, and analytical human resources duties related to the daily operations of the District’s Human Resources office. This position manages daily activities to assure efficient operations, including employment induction and orientation of new employees, ensuring timely completion and accuracy of various District employment and status documents in accordance with federal and state laws and District policies and procedures. The specialist prepares employment contracts, assists in salary placement, maintains personnel records, compiles reports, and interprets District policies. The role also involves communication with various District offices and external agencies, training others, and participating in diversity and inclusion efforts.

Responsibilities

  • Perform a variety of professional, administrative, technical, and analytical human resources duties.
  • Manage daily activities to assure efficient operations.
  • Conduct employment induction and orientation of new employees.
  • Ensure timely completion and accuracy of employment and status documents.
  • Prepare employment contracts and assist in salary placement.
  • Establish and maintain personnel records and files.
  • Compile, coordinate, and prepare Board Agenda items.
  • Interpret and explain District policies and procedures.
  • Communicate with various District and campus offices.
  • Assist in the development of management positions regarding employer-employee relations.
  • Train and provide work direction to others.
  • Participate in diversity, equity, and inclusion trainings and events.

Requirements

  • High school diploma or GED, supplemented by college courses in business, human resources, or related areas.
  • Three (3) years of technical experience in human resources or a related field.
  • Demonstrated sensitivity to and understanding of diverse backgrounds.

Nice-to-haves

  • Experience with Enterprise Resources Planning systems (e.g., Banner, PeopleSoft, Ellucian).
  • Experience in a human resources functional area (e.g., operations, employee services, talent acquisition).
  • Proficiency in Microsoft Office Suite.
  • Human Resource experience in a higher education setting.
  • Experience coordinating complex administrative duties.
