About the position

The Human Resources Specialist (Employee Relations) position is located within the U.S. Department of State's Office of Inspector General (OIG). This role is responsible for overseeing the employee relations program, ensuring compliance with laws and agency regulations, and addressing employee misconduct and grievances. The specialist will develop and implement policies, provide advisory services, and manage performance management programs, while also delivering training to various audiences.

Responsibilities

  • Ensures the effective administration of the employee relations program, meeting legal and agency requirements.
  • Develops, implements, and administers employee relations policies and programs to inform the workforce.
  • Ensures disciplinary actions are properly supported for defendability before third parties.
  • Researches, analyzes, and evaluates misconduct cases to determine appropriate actions.
  • Advises on recommended approaches to reported misconduct.
  • Reviews grievances and determines compliance with administrative grievance policy.
  • Communicates grievance determinations and provides guidance to stakeholders.
  • Identifies grievance officials and negotiates settlements as necessary.
  • Conducts fact-finding as needed and drafts decision letters or settlement agreements.
  • Manages the performance management program for General Schedule and Administratively Determined employees.
  • Creates and implements policies for effective performance management.
  • Develops and delivers training on employee relations responsibilities and procedures.

Requirements

  • 1 year of specialized experience equivalent to the GS-13 level in the Federal service.
  • Expert knowledge of theories, principles, practices, and case law governing employee relations.
  • Experience providing advisory services on complex employee relations issues.
  • Expert skill in leading executive briefings and training on employee relations topics.
  • Experience drafting documents related to discipline, adverse actions, grievances, and appeals.
