About the position

The Human Resources Director is responsible for overseeing all activities and staff within the County's Human Resources department. This role involves providing strategic support to County management on various HR issues, including employee relations, payroll, labor law compliance, and benefits administration. The HR Director will also manage recruitment, develop policies, and ensure compliance with relevant laws and regulations.

Responsibilities

  • Manage and direct the activities of assigned staff, prioritizing and assigning tasks and projects.
  • Develop and implement goals, objectives, policies, procedures, and work standards for the department.
  • Prepare and administer the department's budget.
  • Develop, write, and interpret personnel policies and procedures; respond to inquiries and recommend solutions to HR issues.
  • Provide advice and counsel to the County Manager and senior management on HR practices and employment law changes.
  • Oversee compliance with bargaining unit contracts and participate in negotiations.
  • Administer and develop benefits programs, including health and wellness initiatives.
  • Prepare and submit required governmental reports and conduct necessary research and analysis.
  • Oversee classification and compensation studies and administer performance review programs.
  • Administer the County's Worker's Compensation and related policies.
  • Represent the County in meetings with governmental agencies and conduct presentations to management and the Board of Commissioners.

Requirements

  • Bachelor's degree in human resources or a related field.
  • Five years of professional human resources operations management experience, or an equivalent combination of education, training, and experience.
  • Knowledge of employee supervision principles and practices.
  • Understanding of county, state, and federal laws related to human resources programs.
  • Experience in public human resources administration, including recruitment and employee relations.

  • Adept at problem-solving and conflict resolution.
