About the position

The City of Davis is seeking a Human Resources Analyst I/II to join its HR team, which supports over 375 authorized full-time employees and manages various risk management functions. This role involves performing complex and varied technical, professional, and confidential work related to human resources programs, including recruitment, job analysis, classification, compensation, training, and employee relations. The position is primarily onsite, with potential for limited remote work after a probationary period.

Responsibilities

  • Plan, organize, assign, supervise, and review the work of human resources staff.
  • Participate in the development of goals, objectives, policies, and procedures for assigned services and programs.
  • Monitor activities of the human resources work unit and identify opportunities for improving service delivery.
  • Participate in the administration of the City's employee benefits program, including contract review and compliance.
  • Design and implement new employee benefits programs and improvements to existing programs.
  • Meet with representatives of employee organizations and assist in negotiation preparation.
  • Design, implement, and administer recruitment and selection programs.
  • Participate in classification and compensation studies and analyze survey results.
  • Review contracts for appropriate insurance compliance and risk transfer.
  • Assist with the planning and maintenance of the City's Worker's Compensation programs.

Requirements

  • Bachelor's degree in human resources, public administration, business administration, or a related field.
  • Two years of increasingly responsible human resources experience for Human Resources Analyst I.
  • Four years of increasingly responsible professional experience for Human Resources Analyst II.
  • Possession of a valid California Driver's License.

Nice-to-haves

  • Master's degree in human resources or a related field is desired.
