About The Position

This position is responsible for completing assigned payroll steps in FLHealthDesk-HR (FLHDHR), inputting, approving, and acting upon Personnel Action Request (PAR) forms for the region in People First (PF) for various employee types. This includes reviewing payroll actions, ensuring appropriate documentation and approvals are obtained, and preparing forms for various payments. The role also involves calculating and processing on-demand payments, coordinating corrections in People First, calculating and notifying employees of overpayments, and processing reimbursements. Additionally, the position is responsible for preparing documentation for monetary settlement agreements, providing training on human resource issues, and completing special assignments and reports. There is also back-up responsibility in the Leave and Attendance section, including auditing leave balances, inputting leave payments, verifying corrections, and determining leave accrual rates. The role requires technical assistance to personnel staff on leave and attendance matters.

Requirements

  • Knowledge of Florida Statutes, HR rules, policies and procedures and union contracts.
  • Ability to communicate verbally and in writing.
  • Ability to establish working relationships with providers, customers, and co-workers.
  • Knowledge of computer systems including but not limited to: Microsoft Outlook, Excel, Word, PowerPoint, People First, FLAIR and Impromptu.
  • Experience in processing Payroll, Leave and Attendance via People First.
  • Experience with reading and interpreting state and federal laws and administrative rules.
  • Experience servicing a large number of employees in an HR role.
  • Security background check and/or drug screening.
  • Participation in direct deposit.
  • Male applicants born on or after October 1, 1962, must be registered with the Selective Services System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.
  • Completion of the Form I-9 and verification using the E-Verify system.

Responsibilities

  • Completes all assigned payroll steps in FLHealthDesk-HR (FLHDHR).
  • Inputs, approves, and acts upon all Personnel Action Request (PAR) forms in People First (PF).
  • Reviews appropriate payroll action, receipt of appropriate documents, and ensures appropriate approval for rate of pay and action.
  • Prepares required forms for beneficiary payments, retroactive payments, and flexible benefits payments.
  • Calculates and processes on-demand payments and warrant and EFT cancellations through the on-line system using FLAIR.
  • Coordinates People First corrections or updates as needed with the service center and follows up.
  • Calculates and prepares appropriate correspondence notifications for employees overpaid and follows up to ensure timely receipt of reimbursements and deposits.
  • Processes the deposit of overpayment reimbursement and submits uncollected debt to the Department of Financial Services for collections.
  • Requests reimbursement for vendor refund payments for all cancelled warrants containing post-tax payroll deductions.
  • Calculates and submits to the Division of Retirement final salary certification for the past four months for retiring individuals.
  • Prepares all required documentation for monetary settlement agreements.
  • Provides training as assigned to various levels of staff on comprehensive human resource issues, which may require travel.
  • Assists with developing and revising training material on an as-needed basis.
  • Completes special assignments and projects as assigned, including running reports as necessary or requested.
  • Performs other duties as required.
  • Has back-up responsibility in the Leave and Attendance section, including completing tasks within FLHDHR, reviewing pertinent documentation, communicating with employees and managers on timesheet issues, and providing applicable technical assistance.
  • Audits and verifies leave balances for employees who require a leave audit or a verification of leave balances.
  • Makes leave adjustments in PF as appropriate.
  • Inputs leave payments into PF.
  • Verifies leave and attendance corrections and notifies the office in a timely fashion upon completion or correction.
  • Verifies prior state service for determining leave accrual rates.
  • Provides technical assistance as needed to personnel staff on leave and attendance.
