About the position

The Highway Engineer serves as a key member of the St. Joseph County Department of Infrastructure, Planning, and Growth, responsible for providing and maintaining public infrastructure and capital improvements to roads, bridges, and drainage systems within St. Joseph County. The incumbent will oversee the St. Joseph County Highway Division and ensure compliance with applicable regulations and contractual agreements. This position requires a comprehensive understanding of civil engineering principles and practices, as well as the ability to coordinate with various stakeholders, including other County departments and local governments.

Responsibilities

  • Assist in planning, developing, and administering capital improvement projects for roads, drainage systems, and other public infrastructures.
  • Maintain long-range work plans/schedules for road projects and create an annual work plan.
  • Design and develop specifications, plans, and bid documents, preparing estimates and budgets.
  • Implement and inspect all road, bridge, drainage, and safety projects for St. Joseph County.
  • Coordinate work plans with other County departments and local governments.
  • Supervise and direct personnel, including administering personnel programs/procedures.
  • Maintain regular communication with elected officials, legal counsel, and other departments.
  • Perform and summarize traffic safety studies, establishing ordinances and recommending solutions.
  • Review quality assurance/control for road and bridge plans and evaluate road conditions.
  • Oversee and review drainage and site plans for subdivision development.
  • Perform various administrative duties, including composing correspondence and balancing budgets.
  • Respond to inquiries and complaints from the public regarding transportation and road conditions.
  • Prepare and submit various construction permit applications required by the State of Indiana.
  • Compile data for grants and federal aid and complete required applications.
  • Oversee right-of-way acquisition for projects and issue permits for construction and utility work.
  • Research topics for ordinances, construction alternatives, and safety elements.
  • Maintain current knowledge of engineering standards and practices.

Requirements

  • Baccalaureate Degree in Civil Engineering or Construction Management.
  • At least five (5) years of previous related experience in design, construction, and maintenance of Civil Engineering facilities.
  • Registered Professional Engineer in the State of Indiana.
  • Thorough knowledge of federal, State, and local codes, and ordinances.
  • Ability to apply safety rules and regulations as required.
  • Thorough knowledge of civil engineering principles, practices, and techniques.
  • Ability to review progress of ongoing engineering projects to ensure quality work.
  • Complete knowledge of County Road system and general construction practices.
  • Knowledge of basic accounting principles, budget administration, and resource allocation.
  • Working knowledge of field surveying principles and design procedures.
  • Ability to prepare projects, proposals, and detailed written reports.
  • Ability to operate standard office and engineering equipment.
