About The Position

The City of Edmonton's Fire Rescue Services (EFRS) is seeking a visionary and experienced leader to join our team as the Head of Emergency Analytics to lead the EFRS analytics program and the Analytics & Quality Improvement team. The Head of Emergency Analytics & Quality Improvement will manage a team of Public Safety Business and Data Analysts. This role involves overseeing the entire data science lifecycle within EFRS, with a focus on developing and implementing modern approaches to advanced modeling and analysis. The Head will be responsible for translating complex, predictive insights into actionable strategies that align with organizational goals and ethical standards. The successful candidate will cultivate relationships with other municipal fire services, vendors, and external partners. This leadership position requires the ability to identify and drive initiatives that improve efficiency, demonstrate strong business acumen and provide effective decision support in a complex environment.

Requirements

  • Bachelor's degree in Business Administration, Commerce, Operations Management, Information Systems, or a related field
  • A minimum of seven (7) years of progressively responsible experience in project management, analytics, or information systems with relevant emergency services experience
  • Two (2) years of progressively responsible supervisory experience
  • Strong verbal communication and interpersonal skills, with an ability to interact well with a diverse group of leaders, colleagues, staff, and citizens
  • Expert knowledge and skills in managing and improving complex information and processes
  • Extensive knowledge of the fire service industry, National Fire Protection Association standards (NFPA), emergency communications, and fire data management systems
  • Strong conceptual understanding of modern cloud data warehousing and ETL (Extract-Transform-Load) processes, with the ability to identify strategic opportunities for using BigQuery and other GCP services to solve complex operational challenges
  • Ability to build and foster strong relationships with various internal and external partners and partners
  • Ability to effectively supervise the work of staff by building team capacity, managing performance standards, establishing goals, and setting priorities
  • Ability to analyze complex information and make timely decisions using solution-based problem solving
  • Ability to assess complex situations for risks/costs and make sound decisions based on consultation, technical knowledge, and good judgment
  • Strong critical thinking skills and strategic perspective with the ability to plan for the integration of new technology
  • Strong performance measurement/management skills, including experience in analytics and technology services planning and project delivery
  • Excellent communication skills with the ability to effectively collaborate, build trust, and obtain input, understanding, and participation from various levels of an organization as well as external partners/groups

Responsibilities

  • Lead and develop a high-performing team of Public Safety Business and Data Analysts, overseeing recruitment, performance management, and professional development
  • Drive data and analytics initiatives within EFRS, conducting current state analysis and providing expert advice on data sources and reporting capabilities
  • Collaborate with internal and external partners, including IT, AHS, and EPS, to develop and implement data-driven solutions for complex, cross-sectional problems
  • Oversee the entire data science lifecycle, from advanced modeling to translating insights into actionable strategies, ensuring alignment with organizational goals and ethical standards
  • Develop and implement strategies for effective performance measurement, quality assurance, and continuous improvement within the branch
  • Provide strategic advice to senior management on the implementation and application of data and analytics to support decision-making
  • Manage and monitor project progress, ensuring initiatives are completed on time, within budget, and to a defined scope and quality
  • Foster a continuous improvement culture, contributing to the design and implementation of services and processes across the branch
  • Identify and mitigate risks associated with projects and data integrity, especially concerning critical decisions affecting life, property, and the environment
