About the position

The Grants Management Specialist position at the National Oceanic and Atmospheric Administration (NOAA) involves developing and managing grant policies and procedures within the National Environmental Satellite, Data, and Information Service (NESDIS). The role requires providing technical guidance on grant processes, analyzing funding data, and coordinating national programs related to competitive and non-competitive grants in the earth observation satellite industry.

Responsibilities

  • Develop a comprehensive grant management system of policies, procedures, guidelines, protocols, and requirements.
  • Conduct analysis of grants funding and obligation data.
  • Coordinate national programs and operations in support of competitive and non-competitive grant programs and cooperative agreements.
  • Provide technical guidance and expertise on grant processes, including pre- and post-award processes.
  • Resolve questions that may arise regarding grant applications and processes.

Requirements

  • One year of specialized experience equivalent to the next lower grade level in the Federal Service.
  • Experience applying grant principles and procedures in support of financial assistance programs.
  • Experience reviewing grants or cooperative agreements for compliance with financial assistance rules and regulations.
  • Ability to communicate orally and in writing to provide training and technical assistance.
  • Experience supporting the development of strategic outreach plans and materials.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.
  • Experience in coordinating the grants management process and interpreting laws, regulations, and policies.
