About the position

The Finance Manager for Government Cost Accounting Standards plays a crucial role within the Government Contract Compliance Team at Boyd. This position is responsible for ensuring compliance with government regulations and overseeing cost accounting practices. The role requires collaboration with various departments and involves leading audits, preparing government submissions, and maintaining policies that align with federal regulations.

Responsibilities

  • Collaborate with site controllers to develop and maintain compliance policies and procedures.
  • Provide government accounting expertise for contract bid proposals and submissions.
  • Lead or oversee DCAA audits and ensure compliance with CAS and FAR guidelines.
  • Maintain the CASB Disclosure Statement and monitor accounting practices.
  • Serve as the primary contact for DCMA cost monitoring and DCAA audit staff.
  • Support DCMA cost monitoring activities and prepare quarterly actuals.
  • Conduct compliance-related training and maintain current knowledge on FAR and CAS compliance.
  • Create and maintain policy and procedure documentation related to finance and compliance matters.
  • Oversee the review and classification of non-sponsored projects.
  • Continuously evaluate and develop alternatives to existing cost accounting rate structures.

Requirements

  • Bachelor's Degree in Accounting, Finance, or Business.
  • 5 or more years of finance/accounting experience with US Federal contracting.
  • Extensive knowledge of FAR, DFARS, CAS, DCAA, and DCMA regulations.
  • Experience working with or for the DCAA and/or DCMA.
  • Strong oral and written communication skills.
  • Ability to cultivate inter-departmental relationships and meet deadlines.

  • Experience with large ERP systems, preferably Oracle Cloud.
  • Advanced Excel skills.
  • Proactive and forward-thinking mindset in a fast-paced environment.
  • Excellent management skills with the ability to mentor and develop staff.
