About The Position

The Division of Children's Medical Services, Bureau of Child Health Quality, is seeking a highly organized, motivated, and collaborative professional in the role of Government Analyst II in Tallahassee, FL. This position reports directly to the Bureau Chief, and functions as a program administrator responsible for program and project management, and communication specialist needs. The ideal candidate will combine structured project management discipline with top-tier communication skills to keep cross-functional team members, leadership, and external stakeholders aligned and informed. This role is vital to ensure program and agency initiatives are delivered efficiently and with high quality. This is a professional position that requires independent and complex work related to the Bureau's operations for children and youth with special health care needs. The incumbent directs complex, cross-functional projects aimed at improving child health quality, manages project life cycles, and coordinates strategic internal and external bureau communications.

Requirements

  • Strong proficiency in project management principles and methodologies, life-cycle frameworks, and operational tracking methodologies.
  • Skill in utilizing project mapping tools (e.g., Microsoft Project, SMART Sheets) to manage workflows and milestones.
  • Ability to prioritize competing deadlines, manage multiple projects, and track minutiae.
  • Ability to communicate complex technical, financial, or operational concepts clearly and effectively in both written and verbal formats to varied stakeholders and multifaceted groups.
  • Ability to establish and maintain effective, collaborative working relationships with internal agency staff and external partners.
  • Ability to identify problems, analyze data trends, evaluate alternative solutions, negotiate resource solutions and execute resolutions.
  • A Valid Florida Driver's License

Nice To Haves

  • A current Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.
  • Two or more years of professional experience managing projects, leading cross-functional teams, or managing corporate or public sector communications.
  • Preference will be given to applicants with a Bachelor's degree or higher from an accredited institution in Public Health, Business, Communications, Organizational Leadership or a related field.
  • Experience providing direct communication support to management or leadership.

Responsibilities

  • Manage the execution of strategic healthcare projects from initiation through closure.
  • Develop project charters, scopes, work breakdown structures, timelines, and milestones.
  • Monitor project progress using tools like Gantt charts, risk registers, and status dashboards.
  • Coordinate cross-functional bureau teams to ensure deliverables are met on time and within scope.
  • Identify project risks, track performance metrics, and implement corrective actions.
  • Draft high-level briefings, executive memos, and presentations for the Bureau Chief.
  • Serve as the central communication point for internal and external project stakeholders.
  • Synthesize complex clinical and operational data into clear, actionable reports.
  • Align messaging across regional Children's Medical Services (CMS) offices and staff.
  • Facilitate project stakeholder meetings, document action items, and drive accountability.
  • Conduct research on project-related policy issues, Florida Statutes, and health metrics.
  • Assist the Bureau Chief in optimizing administrative workflows and resource allocation.
  • Other duties as assigned.
