About The Position

Under general supervision, the GIS Analyst is responsible for updating various spatial datasets in several different data types. The GIS Analyst maintains up-to-date and accurate maps and helps maintain the GIS maps on the City website. These tasks are accomplished through research, gathering source material, data entry, digitizing and using specialized software. Other responsibilities include designing and producing maps and graphics for other City Departments, extracting data as required or requested, and other related duties. The GIS Analyst will work closely with the GIS technician to make sure all datasets are being updated correctly and in a timely manner. The position is responsible for the quality and accuracy of his/her own work. The position will also provide training and work direction to the GIS Technician position or any GIS seasonal/temporary positions. Incumbents are expected to be fully competent in their areas of specialization and familiar with the work of other areas.

Requirements

  • Bachelor’s degree with major coursework in geography, civil engineering, computer science, or closely related field with emphasis in geographic information systems
  • Three or more years of experience working with geographic information systems
  • Two years of experience with ESRI ArcGIS software
  • Valid driver’s license
  • Knowledge of the principles of cartographic technology and GIS software, such as ArcGIS Desktop Advanced, and ArcGIS Server
  • Knowledge of computer aided engineering software such as AutoCAD Civil 3D and AutoCAD Map
  • Good working knowledge of maintaining the cadastral data in the ESRI Parcel Fabric data type
  • Knowledge of engineering plans, drafting and design
  • Skill in digitizing and data manipulation procedures for geographic information systems
  • Knowledge of and ability to work with geographic data in different coordinate systems and projections, and perform transformations and conversions between different systems
  • Skill with general office applications, such as Microsoft Outlook, Word, Excel and Access
  • Skill in performing mathematical computations such as algebra, slope percents, spot elevations
  • Good writing skills for proper project and process documentation, training purposes, and metadata creation and maintenance
  • Ability to read, interpret and work from complex plats, deeds and property legal descriptions
  • Ability to communicate effectively in both verbal and written forms, and have good customer service skills
  • Ability to establish and maintain effective working relationships with others

Responsibilities

  • Updates and maintains the City’s GIS databases on a daily basis. Updates newly created parcel splits and combines, subdivisions, and easements; Updates and maintains the utility database (water, storm, sanitary, etc.); Updates and replaces the sewer, water and gate valve tie feature classes and images; Converts data in different formats; Imports and exports data from AutoCAD, ArcGIS, SQL, etc. into many different formats; Researches and analyzes geographic and tabular data from public and private sources for integration into the City’s enterprise GIS; Scans, copies and organizes private utility services information into the system
  • Updates and maintains the City’s GIS datasets according to departmental policies and processes. Assists in cleaning data and entering data attributes; Links images and document management system; Makes corrections in response to changes and additional datasets being integrated into the GIS.
  • Creates, updates, and maintains all GIS metadata. Updates ArcGIS metadata tables on all City’s infrastructure such as street lights, fire hydrants, roads, etc.; Documents when data was created, who created it; updates coordinates, spatial data, Frequently Asked Questions, etc.
  • Performs quality control and assurance checks by comparing final plans with GIS data. Builds and maintains topology; Reviews building footprints dataset; Checks for errors, verifies accuracy and quality; Makes any corrections as needed to ensure integrity of City’s GIS data. Works with the GIS Technician to make sure all files are being updated without duplication of effort.
  • Assists in updating and maintaining the Red River Regional Dispatch Center’s GIS database. Combines regional GIS datasets together. Imports the datasets into the system during the planned outages which can be very late at night or very early in the morning.
  • Communicates courteously and professionally and maintains working relationships with others in carrying out job functions. Works cooperatively to provide quality customer service. Frequently interacts with others in the work unit, the public, vendors and across departments to exchange detailed and/or technical information; Interacts with private firms and the general public to respond to general inquiries; Researches and provides information, data, or hardcopy maps; Refers individual(s) to supervisor or other appropriate personnel to resolve issues as necessary.
  • Analyzes processes and makes recommendations to improve operations, decrease turnaround times, and streamline work processes. Documents procedures and assists in developing manuals for work unit processes.
  • Maintains current knowledge of new and emerging trends in GIS.
  • Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work; When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
