About the position

The GIS Analyst at the City of Garland is responsible for managing and implementing the Geographic Information System (GIS) database and the Cartegraph Asset Management System for the Street Department. This role involves developing, maintaining, and updating GIS maps and databases, acquiring and analyzing geographic data, and providing GIS data and reports to support departmental initiatives. The analyst will also serve as a lead on project teams, oversee work, and train other staff members, ensuring the effective operation of GIS applications and systems.

Responsibilities

  • Provide complex GIS-based spatial analysis to design and generate customized maps and advanced reports.
  • Provide operational support, instruction, and training to departmental GIS users.
  • Act as a systems manager for GIS applications and ensure systems remain functional and accessible.
  • Function as the primary liaison to GIS and Asset Management System vendors and user groups.
  • Aggregate and analyze data generated through department operations and integrate it into automated data management systems.
  • Manage project life cycles for the Street Department's asset management systems.
  • Develop and maintain a comprehensive inventory of physical assets managed by the Street Department.
  • Facilitate coordination and communication across all Street department divisions.
  • Create, edit, maintain, and acquire data for the City's enterprise GIS.
  • Perform data research, investigation, and verification.
  • Design, build, manage, and maintain mapping and analytical tools on the Street Department's webpage.
  • Support GIS data conversion, systems integration, and application development.
  • Provide support for cartographic design and high-quality map production.
  • Conduct GPS field data collection and site visits to update GIS layers.
  • Perform GIS data quality control and ensure database integrity.
  • Catalog and inventory GIS data, including metadata creation.
  • May supervise or provide direction to the pavement inspector.

Requirements

  • Associate's degree or currently enrolled in vocational training in GIS, Information Technology, Computer Science, Cartography, Data Management, or related field.
  • 5+ years of experience with GIS using ESRI ArcGIS software and field data collection.

Nice-to-haves

  • Four-year college degree in GIS, Information Technology, Computer Science, Cartography, Data Management, or related field.
  • 7+ years of experience with GIS and field data collection.
  • 2+ years of experience in construction, surveying, civil engineering, or maintenance operations with a focus on municipal infrastructure.
