About The Position

VIA Rail has ambitious projects for modernizing its services and infrastructure, including new state-of-the-art train fleets and continuous infrastructure improvement projects, all contributing to the future of transportation in Canada and promoting sustainable mobility. This role involves leading and managing IT portfolio projects, overseeing design, development, implementation, and acceptance to ensure successful delivery and effective transition to operational teams. The position requires managing timelines, budgets, and project scopes, as well as coordinating internal VIA teams and external vendors to meet deadlines and align with the Project Management Office (PMO) objectives.

Requirements

  • Bachelor's degree in Information Systems Management, Business Administration, Computer Science, Engineering, or equivalent.
  • Minimum of 6 years of experience, including 5 years in Information Technology (IT) project management.
  • Perfectly bilingual in English and French, both spoken and written.
  • Excellent practical experience in project management, including activities, tools, and methodologies, as well as in IT systems development.
  • Excellent organizational skills.
  • Strong skills in project planning, execution, monitoring, and closing, based on best practices.
  • Demonstrated ability to plan effectively, prioritize, and manage tasks and resources.
  • Experience in leading, managing, and coordinating projects involving multiple external vendors and multidisciplinary internal teams.
  • Experience in managing technical and business projects.
  • Experience in managing major projects.
  • Ability to deliver projects under tight deadlines and manage parallel activities for multiple projects.
  • Ability to supervise, coordinate, and mobilize teams, demonstrate leadership, and influence team members through attitude, behavior, and a high level of professionalism.

Responsibilities

  • Collaborate with team members to plan projects and define scope, budget, and timeline.
  • Develop project plans and detailed schedules, defining the project's critical path with support from the principal planner.
  • Prepare and manage project budgets, ensuring financial compliance.
  • Prepare the Project Management Plan (PMP).
  • Lead and supervise project execution and daily activities to ensure progress and adherence to schedules.
  • Manage projects in collaboration with external vendors.
  • Ensure vendor scope, activities, and deliverables are met according to agreed objectives and timelines.
  • Manage and track project scope, budget, financial forecasts, schedules, and dependencies.
  • Ensure progress through rigorous monitoring and sustained delivery controls.
  • Oversee projects to ensure results meet agreed requirements and stakeholder expectations.
  • Mobilize and engage multidisciplinary teams composed of internal and external resources from various firms.
  • Manage, coordinate, and assign tasks to teams, and track progress.

  • Ensure proper project closure and transfer to IT operations and/or business sectors.
  • Implement the project governance framework (decision-making and management committees) as defined in the PMP.
  • Organize, plan, and lead monthly steering committee meetings, preparing presentations and executive summaries.
  • Present project status and key performance indicators (KPIs) to the project steering committee and PMO management.
  • Ensure key decisions, change requests, and contingency usage are adequately documented, submitted to the steering committee, and that associated impacts are validated by all relevant stakeholders.
  • Ensure the steering committee has the appropriate level of information to support informed decision-making.
  • Ensure appropriate project quality management processes are in place and applied.
  • Ensure projects comply with the guidelines, standards, methodologies, deliverables, and gating processes of the Corporate Project Management Office (CPMO).
  • Ensure compliance with governance requirements in processes and decisions related to vendor selection and contractual agreements.
  • Act as a project management resource, offering support, advice, and best practices to team members.
  • Contribute to continuous improvement by identifying opportunities to optimize processes for delivering projects within budget and schedule.
  • Coordinate and contribute to the preparation of business cases in collaboration with a multidisciplinary team.
  • Lead and prepare Statements of Work (SOW) in collaboration with a multidisciplinary team.
  • Collaborate with the procurement lead in managing the procurement process, including Request for Proposals (RFP), proposal evaluation, recommendations, negotiations, and contractual agreements.
