About The Position

StraCon Services Group, LLC is seeking a General and Operations Manager, Senior to support CNAL Flyover Coordination in Norfolk, VA. This position is part of our Naval Air Warfare Center Training Systems Division (NAWCTSD) Program. The General and Operations Manager, Senior acts as the overall lead, manager and administrator for the contracted effort. Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues.

Requirements

  • Approximately 10 or more years of experience with Defense Department acquisition policies and procedures or like experience.
  • A minimum of ten (10) years’ experience in communicating with military aircraft.
  • Experience should include project management or program management that includes: implementing policy, coordinating complex Navy procedures, and developing project budgets.
  • Some knowledge of and experience with Government contract and procurement procedures including new contract actions, contract modifications, and product procurement to ensure all life-cycle support requirements are satisfied.
  • Possess the ability to coordinate and integrate the work activities of several different projects at any one time.
  • Possess the ability to communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the Acquisition program.
  • Experience with Navy/Military aviation systems.
  • Should understand simulators and how they are incorporated into all the TMS that naval aviation uses.
  • Have a minimum of "competent" knowledge in utilization of Google Earth or Fore Flight and developing KML files.
  • Minimum of 1 year experience in staff work.
  • Possess significant knowledge in FAA/ATC practices as related to military aircraft.
  • A valid driver's license.
  • BS or BA degree in arts or science.
  • Business, economics, or management.
  • Defense Acquisition University Level 3 or equivalent.
  • U.S. Citizenship required.
  • Must be able to obtain and maintain a Secret security clearance.

Responsibilities

  • Project and program level planning.
  • Populate, update and revise program specific information.
  • Provide products and assist with day-to-day operations of assigned projects.
  • Support the manager and administrator for the contracted effort.
  • Conduct market research.
  • Ensure compliance with all relevant command and cyber policies.
  • Provide senior level oral and written communication skills to effectively communicate with higher command levels (GS-12, O-6, and occasionally Flag/SES level) orally and in writing.
  • Collect and analyze all data pertaining to simulator usage and prepare reports for CNAK and OPNAV.
  • Provide expert advice on the interpretation and implementation of aviation and public facing policies issued by higher authority.
  • Assist the CNAL Operations Officer, Operations Staff Officers and Aircrew Training Systems ATS civilians in the planning, organizing, and management of daily operations.
  • Assist the Operations Officer in establishing and modifying all CNAF/CNAP/CNAL and the Unit-Level instructions and trainings protocols, metrics and evaluation criteria.
  • Assist in the management of COMNAVAIRLANT Midshipman Programs.
  • Provide ongoing review of flyover and associated programs reporting practices and methodology to identify areas for improvement.
  • Route paperwork for waivers, quad slides, and Naval Message Traffic.
  • Provide senior level oral and written communication skills to effectively communicate with higher command levels (GS-15, O-6, and occasionally Flag/SES level) orally and in writing.
  • Provide expert advice on the interpretation and implementation of aviation and public facing policies issued by higher authority.
