About the position

Kokosing is seeking Utility Foremen for projects in the Northern VA/DC/MD area. The Utility Foreman supervises and coordinates activities of workers engaged in the construction, installation, and repair of roadways and utilities, specifically focusing on earthwork and grading. This role involves reviewing documents and plans, directing and training crew members, ensuring safety compliance, and maintaining production schedules.

Responsibilities

  • Reviews documents and plans, ensuring all questions are answered before proceeding with activities.
  • Examines blueprints, plans, and profiles to determine dimensions of structures.
  • Directs and trains crew in performing work as shown on contract drawings and specifications within the production budget.
  • Acts as OSHA defined 'competent person' on job.
  • Selects materials to ensure conformance with project provisions.
  • Plans ahead to ensure appropriate materials are on hand when needed.
  • Plans sequence of activities on the project in two-week schedule planning with Superintendent and Project Engineer.
  • Assigns workers to tasks such as operating machinery and equipment, installing trench boxes, and installing pipes.
  • Inspects work performed by subcontractors to ensure conformance with specifications.
  • Supervises workers engaged in utility installations and grading for roadwork.
  • Studies production schedules and estimates worker hour requirements for job completion.
  • Maintains contact list of crew members.
  • Conducts daily 'Huddle' with crew to explain work to be accomplished and trains inexperienced crew members.
  • Interprets company policies to workers and enforces disciplinary procedures.
  • Evaluates ongoing safety issues on the job and makes necessary changes.
  • Enforces safety regulations and use of Personal Protective Equipment.
  • Establishes or adjusts work procedures to meet production schedules.
  • Recommends measures to improve production methods, equipment performance, and quality.
  • Suggests changes in working conditions and equipment use to increase efficiency.
  • Analyzes and resolves work problems or assists workers in solving them.
  • Initiates or suggests plans to motivate workers to achieve work goals.
  • Maintains time and production records, including detailed time sheets.
  • Ensures time sheets are submitted on time.
  • Keeps job team informed of progress and problems.
  • Estimates, requisitions, and inspects materials.
  • Sets up machines and equipment and supervises their use.
  • Maintains a detailed daily job diary.
  • Holds meaningful weekly safety meetings for crew and files reports on attendance and content.
  • Performs activities of workers supervised.
  • Minimizes punch list and finishes work activities.

Requirements

  • Five years related experience and/or training.
  • Experience with water/storm/sewer pipe installation and grading for roadways.
  • Ability to read and interpret safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees.
  • Ability to add, subtract, multiply, and divide in all units of measure.
  • Ability to compute rate, ratio, and percent.
  • Ability to apply common sense understanding to carry out instructions.
  • Ability to deal with problems involving several concrete variables in standardized situations.
