About the position

The Floodplain Technician position is responsible for performing clerical, technical, and customer service work related to the review of building permit applications to ensure compliance with local development standards and National Flood Insurance Program (NFIP) requirements. The role involves maintaining records, explaining floodplain development requirements, and assisting in floodplain management activities under the direction of the Building Official.

Responsibilities

  • Review and maintain floodplain related construction certificates, including elevation certificates.
  • Review building permit applications for compliance with the City of Daytona Beach Land Development Code regarding flood protection.
  • Utilize web-based maps to make flood hazard determinations, including flood zone and Base Flood Elevation (BFE) determinations.
  • Perform field reviews and document observations related to compliance with floodplain management principles.
  • Provide Letters of Determination and complete flood information reports for inquiries.
  • Maintain and organize flood hazard maps and related documents.
  • Assist FEMA and State Flood Manager representatives during Community Assistance Visits and program reviews.
  • Respond to inquiries from citizens and other departments regarding floodplain management.
  • Attend and facilitate workshops, training, and meetings related to floodplain management.
  • Participate in the development review process for all development projects within City limits.

Requirements

  • High School diploma/GED and four years of professional experience in building or construction plan review, elevation certificate review, or related fields.
  • Associates degree in floodplain management, emergency management, planning, or a related field with two years of relevant experience.
  • Must possess or obtain State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) certification within one year of hire.
  • Valid Florida Driver's License.

Nice-to-haves

  • Experience with Geographic Information Systems (GIS).
  • Knowledge of Federal Emergency Management Agency (FEMA) regulations and Community Rating System (CRS).
