About the position

The Fiscal Analyst 2 position at Eastern Washington University is a management-level role focused on providing business operations support and financial analysis for the Early Head Start (EHS) program. This position involves budgeting, invoicing, reconciliations, and ensuring compliance with federal regulations and Generally Accepted Accounting Principles (GAAP). The analyst will also conduct complex financial analyses, prepare reports, and serve as an advisor to EHS leadership, contributing to the program's success and compliance with grant requirements.

Responsibilities

  • Maintain budget and accounting information to meet GAAP and grant requirements.
  • Monitor budgets and analyze activity to ensure proper recording of program operations.
  • Prepare fiscal year-end closing adjustments and accrual journal vouchers.
  • Review and communicate financial reports to EHS Management and other stakeholders.
  • Act as custodian for program petty cash and process reimbursements.
  • Manage development and payment of service contracts and invoices.
  • Assist in preparation of required fiscal reporting for grants and contracts.
  • Interpret fiscal rules and make recommendations for compliance with regulations.
  • Initiate and develop fiscal management reports to enhance accounting practices.
  • Monitor and conduct ongoing financial reviews and audits of grant agreements.
  • Collect, query, and analyze data for complex financial analysis.
  • Collaborate with various departments to ensure accurate financial analysis.
  • Procure and track purchases for EHS, including supplies and travel.
  • Develop training for staff in financial methods and procedures.

Requirements

  • Bachelor's degree in Accounting, Business, Fiscal Management, or related field.
  • One or more years of experience as a bookkeeper, accountant, or financial analyst in a government agency or similar organization.
  • Experience in creating and tracking budgets and preparing financial reports.
  • Thorough knowledge of state and federal financial systems and regulations.

Nice-to-haves

  • Master's degree in a financial related field.
  • Certified Public Accountant (CPA).
  • Experience working in higher education.
  • Experience with grant administration and fund accounting.
  • Experience with Banner.
