About The Position

Modern Technology Solutions, Inc. (MTSI) is seeking a Financial Manager to join our team in the Northern Virginia area. Daily work is conducted as an integrated team member of the Multi-Domain Joint Operations (MDJO) Directorate under the Deputy Chief Technology Officer for Mission Capabilities (DTCO(MC)) within the Office of the Under Secretary of War for Research and Engineering (OUSD(R&E)). This position is located in Falls Church, VA. Your essential job functions will oversee the full lifecycle of a multi-million-dollar project portfolio, including planning, execution, tracking, and administration of fund transactions. What you will bring to this role: Extensive experience in contract and acquisition planning. Experience performing financial management tasks supporting execution of projects within the directorate portfolio. Experience providing assistance in the financial management of contract cost, schedule and performance parameters. Prepare briefings and reports to senior government officials on the progress of projects. Detailed understanding of the Planning, Programming, Budgeting and Execution (PPBE) process at the Agency and Directorate levels. Contribute to the development of program and budget submissions, budget exhibits (e.g., R-docs, P-docs, and R-2s), and POM inputs. Participate in team deliberations for cost assessments and program evaluations, providing review, analyses, and recommendation on all aspects of budgeting and financial management. Prepare financial material and reports on resource requests, obligations, and execution. Laise with Service and Industry partners

Requirements

  • 10 years of financial management experience. Experience entering and maintaining budget exhibits and Military Interdepartmental Purchase Requests (MIPR), sub-allocations, and Inter-Agency Agreement (IAA) funding documents.
  • Skilled in utilizing Governmental financial activity systems (e.g., G-Invoicing, Defense Agencies Initiative (DAI)), financial management tools.
  • Experience tracking and managing funding activities of obligations and expenditures; monitoring program budget execution; preparing documentation to support the budgetary process; identifying/tracing financial discrepancies and coordinating corrective action; and providing data updates to financial management tools.
  • Executive presence with highly effective communication and interpersonal skills. Self-starter, able to take initiative and accomplish work independently with minimal guidance.
  • Must be highly organized with strong attention to detail.
