About The Position

The Primary Objective of this role is to supervise and assist with the maintenance of City facilities to ensure they are maintained in good repair and safe operating conditions. The position involves developing, supporting, and modeling a positive and productive workplace culture based on respect, dignity, honesty, and integrity. It also involves allowing staff to grow and succeed by providing opportunities for increased responsibility and creating a positive work culture. Requirements

  • Scheduled field work is completed promptly in accordance with priorities, time limits, and budget restrictions.
  • Effective coordination is maintained in use of equipment on projects or jobs.
  • Sound recommendations are made to Facilities Manager, which will improve the facilities maintenance program.
  • Ability to establish and maintain effective working relationships with employees, City officials, and the general public.
  • Ability to communicate effectively, both orally and in writing.
  • Six years of experience performing facilities maintenance-related work as a Bloomington employee OR five years supervisory experience in municipal maintenance operations.
  • Chief Boiler’s License or Maintenance Electrician’s License or Master Plumbing or Journeyman Carpenter or ability to obtain one within six months of hire.
  • Possess a valid driver’s license.
  • Thorough knowledge of maintenance operations, repair, and preventative maintenance procedures.
  • Experience in planning and directing the work of others.
  • Availability to work various shifts and meet on-call requirements as necessary.
  • Experience with work order and building control automation software.
  • Experience communicating effectively with staff, vendors, and other city departments.

Nice To Haves

  • Graduation from heating, air conditioning and refrigeration, or building trade school.
  • B.A. or B.S. degree in Business, Public Administration, Engineering, or related sciences.
  • Public Works Certificate.
  • Currently enrolled in a Public Works related Certificate Program and/or have successfully completed college-level courses in public administration, engineering, management, or closely related field.
  • Supervisory experience in maintenance operations.
  • Experience with computer applications such as Microsoft Office products and GIS.
  • Valid Minnesota commercial class A or B Driver’s License with air brake and tanker endorsements.

Responsibilities

  • Directs and supervises assigned crews to achieve maximum use of productive working hours as well as the effective use and coordination of staff, equipment, and materials.
  • Schedules and assigns work according to priorities established by the Facilities Manager utilizing the city’s work order system for both Preventive Maintenance and Non-Preventive Maintenance activities.
  • Tours the city facilities frequently and proactively address observed issues by creating work orders and assigning personnel.
  • Spot checks completed work to ensure quality control and departmental standards are being met.
  • Maintains safe work practices through frequent observation of assigned personnel and takes corrective action as necessary.
  • Inspects equipment and crews, as necessary, to ensure that they are functioning consistently with established safety practices and OSHA requirements.
  • Maintains accurate records of hours, materials and equipment used on each project to determine costs as well as for informational purposes.
  • Conducts on-the-job training for assigned personnel to ensure their performance at maximum potential.
  • Continually reviews staff performance to identify and address development and performance issues.
  • Directs and assists with repairs of facilities to keep them in consistently usable condition.
  • Directs and assists staff in snow and ice removal to ensure that work is completed safely and promptly.
  • Evaluates maintenance practices, materials, and procedures, and makes recommendations to improve program efficiencies and outcomes.
  • Assists with training and development of staff.
  • Keeps Facilities Manager promptly informed of important developments to ensure thorough understanding and ability to take necessary action.
  • Keeps informed of current and new concepts in facilities maintenance.
  • Performs other duties as apparent or assigned.
