About the position

The Facilities Engineer at Occidental Petroleum will be responsible for optimizing oil and gas production at the well and field level within the US Onshore Resources & Carbon Management (ORCM) Midland Basin Business Unit. This role involves working collaboratively with a multi-disciplinary asset team to execute projects from inception to completion, focusing on facilities that support production growth and efficiency. The engineer will engage in project management, stakeholder communication, and performance reporting while ensuring compliance with health, safety, and environmental standards.

Responsibilities

  • Accountable for project execution from inception to completion, including pipelines, compressor stations, pumping stations, and oil/water/gas separation, conditioning, and processing facilities.
  • Manage and coordinate project approval, engineering design, procurement, construction, and be on site for commissioning/startup.
  • Solicit project requirements from stakeholders and develop project basis of design to meet requirements.
  • Develop the facilities materials and design that best support the Asset team including timely reviews with stakeholders.
  • Develop or support standard designs for common infrastructure to benefit the organization.
  • Recommend system upgrades/retrofits/adjustments to reduce operating costs and improve efficiency.
  • Drive initiatives for OPEX reduction and facilities optimization.
  • Conduct root cause failure analyses and implement preventive measures.
  • Communicate with external and internal stakeholders as needed.
  • Request assistance from, and provide information to support groups (Electrical/Automation/IT) to implement entire project design.
  • Support development of facilities standards that would benefit the entire organization.
  • Support and maintain Facilities performance reporting and facilities Project KPIs.
  • Project tracking and reporting as needed by Asset team.
  • Perform project cost management.
  • Project VOW reporting.
  • Ensure all basis of design incorporate latest HSE compliance, standards and recommended practices.
  • Prepare cost estimates, economic analyses, procedures, and AFEs for optimization projects as needed.
  • Prepare clear, technically supported memos, recommendations, and reports.
  • Participate in or coordinate HAZIDS, HAZOPS, PSSRs, and PHAs.
  • Mentor early career engineers and interns.
  • Manage contract engineering services.
  • Provide HES leadership.

Requirements

  • Bachelor's degree in Chemical Engineering, Mechanical Engineering, Civil Engineering or a related discipline.
  • A minimum of 2 years of surface facility engineering experience.
  • Involvement with professional Organizations (AIChe, GPSA etc).
  • Familiar and Knowledgeable in Industry standards (ASME, API, PIP).
  • Working knowledge of industry software (e.g., PowerBI, PIPESIM, HYSIS, etc.).
  • Experience with managing engineering contractors.
  • Familiar with Upstream oil and gas facilities operation and maintenance.
  • Familiar with Midstream gas plant operation and maintenance.
  • Customer focus.
  • High level communication skills.
  • Extensive knowledge of MOCs, HAZOPs and PSSRs.
  • Expertise in project management principles including estimating, scheduling, and implementation.
  • Knowledge of chemicals, pipelines, rotating equipment, surface equipment, automation and electrical design principles.
  • Knowledge of SFRM principles.
  • Strong communication skills and ability to work in a cross-functional team environment to resolve complex problems.
  • Proactive engagement with internal stakeholders and external parties (contractors, vendors, and partners).
  • Self-motivated with the ability to work independently and handle ambiguity.
  • Ability to apply engineering skills to problem-solving and performance analysis.

Nice-to-haves

  • Experience in unconventional reservoir operations, particularly in the Permian Basin.
  • Solid understanding of the upstream oil and gas value chain.
  • Familiarity with lean thinking and process improvement techniques.
  • Willingness to expand knowledge of industry financial drivers.
