About The Position

The Human Resources Department of Clay County strives to maintain a safe and rewarding place to work, learn, and grow. We are seeking a visionary leader to join our team and help us promote strategic growth and excellence in our county infrastructure. Clay County is looking for a Facilities & Capital Director to lead, plan, and manage a comprehensive program of maintenance and custodial services. In this critical role, you will oversee the facilities, grounds, equipment, and furnishings of the County, ensuring our physical environment is safe, efficient, and welcoming for both employees and constituents.

Requirements

  • At least five (5) years of professional-level government administration experience, including budgeting, fiscal management, and program management.
  • Thorough understanding of modern management principles and a deep knowledge of facilities systems (HVAC, structural, mechanical).
  • A proven track record of decisive decision-making, effective delegation, and the ability to build resilient, agile processes.
  • Exceptional ability to communicate complex issues to the County Commission, employees, and the public.
  • Candidates must be able to travel throughout the County, occasionally lift up to 50 lbs., and navigate various facility environments (including using ladders or stairs).
  • A valid motor vehicle operator's license is required.

Nice To Haves

  • A Bachelor’s degree is preferred; however, significant experience in the administration of facilities and major systems may be considered in lieu of a degree.

Responsibilities

  • Develop and implement the County’s overall organizational strategy.
  • Lead with a vision that inspires continuous improvement and professional growth within the team.
  • Recruit, train, and coach a high-performing facilities team.
  • Oversee airport operations and determine staffing needs to achieve operational effectiveness.
  • Establish and enforce policies and procedures related to performance standards and safety.
  • Ensure compliance with local, state, and federal regulations.
  • Develop and administer annual budgets, identify cost-reduction strategies, and manage grants to ensure long-term financial sustainability.
  • Maintain a multi-year comprehensive maintenance plan (preventative and corrective) for HVAC, mechanical, plumbing, electrical, and structural systems.
  • Represent the County in civic and professional associations, acting as a liaison to boards and regional governmental partners.
