Supports program goals, objectives, and controls; assists in the development of reporting and tracking infrastructure; provides advanced technical assistance and stakeholder coordination; and supports program compliance, performance monitoring, and continuous process improvement. Works under moderate supervision with limited latitude for the use of initiative and independent judgment. Duties include overseeing and managing the financial components of multiple complex state and federal programs and grants, fiscal reporting, and oversight. This position is responsible for managing and coordinating multiple payment systems, identifying and resolving complex issues, ensuring the integrity of financial records across multiple contracting and payment platforms, and coordinating activities to mitigate risks and ensure fiscal compliance. This position works closely with Business Operations, Program Subject Matter Experts (SME) and other partners to develop and maintain structures that support accurate, timely, and compliant contract budgets and payments. A strong understanding of state and federal regulations involving mental health and substance use service delivery and grant management standards are essential.

Requirements

  • Experience with state and federal laws and regulations and agency policies and procedures related to human services programs and fiscal requirements.
  • Experience working with categorical budgets, program expenditure/invoice approvals, expenditure tracking, analysis, and fiscal reconciliations.
  • Experience managing complex programmatic and financial information and resolving related issues.
  • Experience with organizational planning/develoment and implementation methods needed to establish and administer a complex program that includes ongoing process improvement.
  • Excellent written communications as observed by detail and completeness of information provided on the state application.
  • Knowledge of state and federal laws, regulations, policies, rules, and requirements, and specific knowledge of local, state, and federal laws relating to the mental health and substance use contract payments

Nice To Haves

  • Graduation from an accredited four-year college or university is preferred. However, every one (1) year of experience in contract fiscal monitoring and program oversight may substitute for the completion of one (1) year of college or university.

Responsibilities

  • Manages and supports multiple agency programs throughout the program life cycle by assisting in defining program goals, objectives, and controls, and coordinating implementation across functional areas.
  • Participates in program planning and execution by working with internal divisions, cross-functional teams, and leadership to support the delivery of program initiatives and services.
  • Coordinates program activities to ensure alignment with agency priorities, applicable policies, and operational requirements.
  • Supports the development and implementation of program procedures and processes to ensure consistency and continuity of operations across multiple programs.
  • Assist in developing, implementing, and maintaining reporting infrastructure to effectively monitor and track budgets, program requisitions/encumbrances, expenditures, and program performance across multiple agency programs and grantees.
  • Creates and coordinates processes for tracking and reconciling expenditures to ensure accuracy, transparency, and alignment with program funding.
  • Prepares and maintains reports for program staff, contract managers, and senior leadership, using data to monitor program activities, evaluate outcomes, and support decision-making.
  • Analyzes data to identify trends, issues, and risks, including identifying unsupported or ineligible program costs and tracking issues that may require withholding of payment.
  • Collaborates with Business Operations and agency fiscal units to ensure reporting accuracy and consistency and to support compliance with state and federal regulations.
  • Supports the identification of program requirements and the establishment of methodologies to measure program effectiveness.
  • Participates in the development and implementation of program goals, objectives, policies, procedures, and performance measures.
  • Monitors program activities and practices to ensure alignment with agency policies, procedures, and regulatory requirements throughout the life cycle of programs.
  • Identifies risks, compliance concerns, and operational gaps and supports mitigation strategies to improve program integrity and effectiveness.
  • Manages and supports communication with internal and external stakeholders, including program staff, contract managers, grantees, vendors, contractors, other state agencies, and senior leadership to ensure awareness of program updates, requirements, and performance.
  • Provides technical and non-technical assistance, training, and guidance to stakeholders to support program implementation and compliance.
  • Develops and disseminates documentation, tools, and guidance materials to ensure consistent application of program processes and requirements.
  • Facilitates meetings, workgroups, and statewide conference calls and represents the program area at internal and public meetings to support coordination, issue resolution, and program alignment.
  • Identifies opportunities for process improvement and recommends and supports the implementation of enhancements and new initiatives to improve program operations.
  • Identifies program gaps and proposes corrective actions to strengthen performance and efficiency.
  • Develops, updates, and standardizes standard operating procedures (SOPs), including creating documents, tools, and templates to support current and future program operations.
  • Ensures that program standards, processes, and tools promote consistency, compliance, and effective service delivery.
  • Performs other duties as assigned and maintains regular and predictable attendance in accordance with agency policy.
