About The Position

Join us as an Evaluation Manager with the Arkansas Center for Women and Infants’ Health at UAMS. In this role, you will provide comprehensive evaluation support for the UAMS High Risk Pregnancy Program (HRPP) Education and Outreach initiatives. This includes designing, implementing, and managing performance measurement systems aligned with state and federal contract deliverables, including provider training, emergency obstetric readiness initiatives, case conferences, summits, webinars, and clinical guideline dissemination. Requirements

  • Bachelor's degree PLUS five (5) years of evaluation experience or management, or Master's process evaluation, manage report submissions, and assist in the dissemination of findings.
  • OR Master's degree in public health, epidemiology, Health Services Research, Biostatistics, Program Evaluation, or related field, plus three (3) years of experience in program evaluation, healthcare quality improvement, or public health data analysis.
  • Must reside in or be willing to relocate to the Greater Little Rock, AR, or the Greater Northwest, AR, regions, as this position will be located at the UAMS Campus.
  • Experience with performance-based contracts and government reporting.
  • Proficiency in: Data analysis software (e.g., SPSS, SAS, R, or Stata) Excel and dashboard tools Survey design platforms
  • Knowledge of Medicaid, CMS, or HRSA reporting preferred
  • Proficient with qualitative and quantitative analysis software
  • Strong skills in outcome evaluation design and implementation
  • Experience in data collection, management, and statistical analysis
  • Ability to conduct process evaluation and manage report submissions
  • Excellent written and verbal communication for disseminating findings
  • Collaborative teamwork in fast-paced, dynamic settings
  • Proof of legal authority to work in the United States on the first day of employment.

Responsibilities

  • Ensures compliance with performance-based contracting standards, tracks outcome and process indicators, supports continuous quality improvement (CQI), and prepares required quarterly and annual reports for DHS.
  • Develop and maintain an evaluation framework aligned with HRPP contract performance indicators.
  • Operationalize measurable indicators.
  • Build and maintain dashboards tracking.
  • Ensure documentation compliance for all education sessions and outreach activities.
  • Design pre/post knowledge assessments and competency tools consistent with CME standards.
  • Implement evaluation methods, including Simulation-based assessment scoring and provider satisfaction surveys.
  • Analyze training effectiveness, including Provider confidence improvement, Readiness to manage obstetric/neonatal emergencies, and Engagement with obstetrical safety bundles.
  • Ensure 100% post-session assessment completion tracking and reporting.
  • Lead preparation of: Quarterly performance reports, Annual evaluation report, Ad hoc DHS data requests.
  • Monitor compliance with: Performance thresholds, Documentation standards.
  • Ensure evaluation methods meet DHS performance-based contracting standards.
  • Identify risk areas that could trigger invoice deductions and proactively develop mitigation strategies.
  • Conduct quarterly data reviews with HRPP leadership.
  • Identify performance gaps and develop improvement plans.
  • Collaborate with: Nurse educators, Simulation coordinators, ARPQC partners, HRPP outreach staff.
  • Support rapid-cycle feedback loops to improve training reach, engagement, and outcomes.
  • Track and report: Website visitors, Unique resource views, Education resource engagement.
  • Provide annual guideline update tracking and analytics reporting.
  • Ensure reporting aligns with contractual performance expectations.
  • Evaluate the effectiveness of: Annual marketing plans, Community campaigns, Provider outreach initiatives.
  • Analyze reach among Medicaid providers and underserved communities.
  • Provide data to inform strategic outreach expansion.
