About the position

STV has an immediate opening for an Environmental (NEPA) Project Manager to work on a variety of projects. The preferred location for this position would be in the greater Dallas/Fort Worth area or Houston, although other offices within the Texas Mountain Region will also be considered. The Environmental Project Manager will be responsible for planning and managing multidisciplinary projects and processes, including technical studies and NEPA Categorical Exclusions (CEs) and Environmental Assessments (EAs). This role involves defining the level of environmental analysis required and coordinating the work of professional staff on various projects. In addition to project management, the Environmental Project Manager will develop, cultivate, and strengthen client relationships. This includes involvement in marketing efforts, proposal development, client interviews, and the preparation of scopes and fees, as well as document production. The role also requires participation in reviews with various governing agencies to ensure compliance with environmental regulations. The Project Manager will lead preparation for and participate in public meetings, noise workshops, and hearings, serving as a technical resource while assigning work to other staff and coordinating workloads throughout project development to ensure timely completion of documents. Financial tracking of projects is another key responsibility, as the Project Manager will coordinate and adjust workload efforts with the internal team and subconsultants to ensure that work is completed within the agreed-upon schedule. Additionally, mentoring junior environmental staff across the Texas Mountain Region is an important aspect of this role, fostering professional growth and development within the team.

Responsibilities

Requirements

  • Bachelor's or Master's degree in environmental sciences, transportation planning, environmental planning, or a similar discipline.
  • Minimum 10 years of related consulting experience.
  • Established and successful history managing and leading NEPA studies for transportation projects.
  • Practical knowledge and experience with environmental regulations, including Section 106 of the National Historic Preservation Act, Section 7 of the Endangered Species Act, Environmental Justice, and Section 404 of the Clean Water Act.
  • Experience with NEPA, CEs, EAs, and TxDOT.
  • Expertise in one or more technical specialties such as wetlands delineation, threatened/endangered species, noise, socio-economic studies, or public involvement.
  • Competence in Microsoft Word, Excel, PowerPoint, and Project.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong analytical and problem-solving skills.
  • Demonstrated leadership ability.
  • TxDOT Environmental Pre-certifications including: 2.14.1 are preferred.
  • Protected Species Permit Holder is a plus.
