About The Position

The County of Riverside Transportation Department – Survey Division is seeking motivated, team-oriented individuals to join one of the largest and most technologically advanced public agency survey teams in Southern California. This recruitment may be used to fill multiple current and future vacancies within the Survey Division throughout Riverside County. Our team supports a wide variety of survey and County capital projects including: Boundary and topographic surveys, Construction staking and capital improvement projects, GPS/GNSS and geodetic surveying, Terrestrial Scanning, Mobile LiDAR and UAV/drone mapping, Right-of-way engineering and mapping, Map Checking and land records research, GIS and geospatial data management, Public land survey system (PLSS) and control networks. The Survey Division is committed to developing the next generation of land surveyors and geospatial professionals through mentorship, hands-on training, and rotational assignments between field and office operations.

Requirements

  • Two years of sub-professional civil engineering experience (Engineering Technician I Option I)
  • Completion of college-level courses from an accredited college or university in civil engineering or closely related subjects to the assignment, such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology, may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience (Engineering Technician I Option I)
  • Valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience (Engineering Technician I Option II)
  • Three years of sub-professional civil engineering experience (Engineering Technician II Option I)
  • Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience (Engineering Technician II Option I)
  • Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering (Engineering Technician II Option II)
  • Three years of sub-professional civil engineering experience (Engineering Technician II Option III)
  • A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience (Engineering Technician II Option III)
  • Possession of a valid California Driver’s License is required at the time of application
  • Mathematics, including algebra, geometry, and trigonometry
  • Basic practices of engineering design and construction, traffic control and land surveying
  • Manual and automated drafting techniques
  • Field and office procedures relating to hydrography
  • Procedures related to construction inspection
  • Ability to read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions
  • Ability to assist in the preparation of designs, plans, estimates, reports, and specifications
  • Ability to collect and analyze traffic, transportation, hydrologic, and other data and prepare reports, interpretations and recommendations
  • Ability to compile and enter data into computer system for computer aided mapping
  • Ability to perform survey field work, inspect public works projects and subdivision tracts
  • Ability to maintain effective relations with others

Responsibilities

  • Perform boundary, topographic, construction, GPS/GNSS, geodetic, and right-of-way surveys
  • Operate Total Stations, Levels, GPS/GNSS equipment, and data collectors
  • Set monuments, stakes, and survey control
  • Collect and process field data
  • Prepare field notes and cut sheets
  • Support construction staking operations
  • Assist with Aerial, Mobile, and Stationary Terrestrial LiDAR Scanning projects
  • Work outdoors in varying terrain and weather conditions
  • Perform land records research including, Records of Survey, Corner Record, Plans and Maps
  • Prepare exhibits, plats, and legal descriptions
  • Review Right-of-way and Street Name Changes
  • Provide GIS and geospatial data support
  • Perform drafting using Bentley, Civil 3D, and ArcGIS
  • Review Minor Lands including, Certificates of Compliance, Certificate of Parcel Merger, and Lot Line Adjustments
  • Perform data management and document indexing
  • Provide survey control and mapping support for County capital projects
  • Inspect the construction of less complex public works projects and subdivision tracts to assure compliance with plans, specifications, county standards and regulatory requirements.
  • File daily construction reports and associated documentation.
  • Operate electronic measuring equipment as well as transit and level in making cross-section, profile, topographic, elevation, Photogrammetric, location and construction layout surveys.
  • Make computations and records readings; checks and prepares field notes; may act as Party Chief on a short term relief basis.
  • Draft topographic, geometric alignment, cross-sectional, and profile drawings and maps using manual or computer aided techniques.
  • Conduct title and property owner research; prepares legal descriptions and various legal documents relating to real property; calculates bearings, distances, areas and performs other calculations.
  • Prepare drawings and sketches tracings from survey notes and other records; prepares detailed and precise maps including right of way maps.
