About The Position

The Engineering Strategy & Governance Director will be responsible for shaping and driving the future of Raytheon Engineering through integrated strategy, disciplined governance, transformative change and consideration for affordability. As the leader of the Engineering Strategy & Governance organization, you will serve as the primary authority for engineering performance excellence, aligning strategic planning, process governance and affordability initiatives with Raytheon and RTX business objectives, guiding decisions. You will lead cross-functional efforts to optimize execution, reduce costs, and institutionalize best practices through process management — delivering improved performance while maintaining the highest standards of compliance and accountability in a complex, mission-critical environment.

Requirements

  • Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 14 years of prior relevant experience unless prohibited by local laws/regulations.
  • Experience in functional engineering (Department Lead, Center Lead, Technical Staff Lead) and program execution (Integrated Product Team Lead, Chief Engineer) or program management (Program Manager, Deputy Program Manager).
  • Demonstrated success in influencing transformative change in engineering organizations with a focus on strategy, affordability, productivity, efficiency and innovation.
  • Experience driving cross-functional transformation and improving process maturity.
  • Ability to obtain U.S. government issued Secret security clearance is required after start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Master’s degree in Science, Technology, Engineering or Mathematics (STEM).

Responsibilities

  • Aligning disciplined planning and execution with clear business objectives.
  • Developing Engineering productivity measures aligned with Raytheon Technology & Global Engineering (T&GE) objectives.
  • Responsible authority for Raytheon Performance Excellence and the RTX Program Management Council as the Development Workstream Lead.
  • Ensure accountability and compliance through structured oversight, clear engineering processes, and adherence to RTX Life Cycle Program Management (RLPM), (includes Milestone Reviews & Independent Reviews).
  • Maintain Industry Standards and Practices to improve engineering overall execution through process governance.
  • Accelerate sustainable change by reimagining process and leveraging tools & technology to achieve breakthrough performance
  • Project initiative lead for Engineering projects aimed at improving execution, productivity, affordability and organizational optimization.
  • Optimize value by balancing cost and performance while ensuring sustainability (increase cost competitiveness by being accountable for what we spend).
  • Delivering engineering tools affordability and availability through strategic roadmaps, discipline and corporate partnerships.
  • Streamline metrics processes, eliminate redundancy, and strengthen collaboration between engineering, programs, and other functions to ensure the right data is captured on the right programs.
  • Proactively identify and address risks related to metrics accuracy, compliance, and program performance to minimize disruptions.
  • Facilitates the integration of new ideas, best practices, and technologies through cross-functional dialogue and alignment.
  • Promotes open communication and ensures decisions are well-documented, shared, and understood across the organization.
