About The Position

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Take the lead in transforming lives and strengthening communities within Economic Stability. In this high-impact leadership role, you’ll oversee the delivery of critical financial and support services that help families achieve stability and self-sufficiency. You’ll manage the day-to-day operations of essential programs like SNAP, FITAP, KCSP, and STEP, ensuring benefits are delivered with precision, timeliness, and compliance with complex federal and state regulations. This role offers the opportunity to drive operational excellence, lead dedicated teams, and directly support individuals and families in need.

Requirements

  • Seven years of economic stability social services experience
  • Six years of full-time work experience in any field plus four years of economic stability social services experience
  • A bachelor's degree plus four years of economic stability social services experience
  • An advanced degree in a social sciences field, business, public, or health administration plus three years of economic stability social services experience
  • Applicants must clearly describe their experience with specific Economic Stability, Medicaid programs, etc. and/or identify the section or unit in which they performed economic stability social services work (e.g., SNAP/Economic Stability, Child Care Assistance Program, Strategies to Empower People, Family Independence Temp Assistance, Medicare/Medicaid, etc.) within their job duties. Failure to include this information may result in the application being deemed ineligible for further consideration.

Nice To Haves

  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Plans, directs, and oversees the implementation and daily operations of all ES & SS programs within parish offices, ensuring alignment with mission goals and performance targets
  • Monitors program outcomes, including error rates and quality control measures, to ensure accuracy, timeliness, and compliance in benefit delivery
  • Evaluates office workflows and procedures to improve efficiency and service delivery, while addressing and resolving client complaints to maintain high customer satisfaction
  • Manages all personnel functions, including recruitment, hiring, supervision, performance evaluations, discipline, and conflict resolution for parish office staff
  • Delegates responsibilities to supervisors and staff while holding them accountable for achieving program goals and operational excellence
  • Builds and maintains partnerships with community providers and stakeholders to expand services, strengthen referral networks, and support client needs
  • Leads disaster preparedness and response efforts, including coordinating staff readiness and managing implementation of emergency programs such as DSNAP during declared disasters
