About the position
The E T Consultant - Cloud Specialist at the World Bank Group is responsible for contributing to the design, implementation, and supervision of digital investment and policy reform programs in client countries. This role emphasizes creating inclusive and safe data platforms, developing strong data governance frameworks, and encouraging private sector participation in the digital economy. The consultant will provide technical expertise on cloud computing and data center infrastructure, support client countries in cloud migration, and engage in policy dialogue with various stakeholders.
Responsibilities
- Contribute to the design, preparation, supervision, and implementation of digital investment and policy reform programs.
- Provide technical expertise on policy and regulatory issues around cloud computing and data center infrastructure.
- Develop analytical work and knowledge products on digital transformation issues.
- Advise and support client countries in implementing government cloud infrastructures and migration to cloud.
- Engage in policy dialogue with senior officials and stakeholders.
- Assist in drafting reports, presentations, and policy briefs, and organize workshops.
Requirements
- Master's degree in telecommunications, IT, cybersecurity, engineering, computer science, law, economics, public policy, or related field.
- Minimum of 5 years of experience, with at least 2 years in ICT/Digital Economy project design and implementation.
- Strong understanding of legal, policy, regulatory, and institutional aspects of digital transformation.
- Excellent conceptual and analytical skills related to digital technologies for socio-economic development.
- Strong technical and operational skills in project implementation and supervision.
Nice-to-haves
- Knowledge of World Bank Group Policy and Procedure Framework (PPF).
- Understanding of data governance policies and technology regulation.
- Experience in cloud and data center market development dynamics.
