About the position

The Disaster Recovery Manager is responsible for leading and coordinating Harris County's disaster recovery efforts in response to both natural and man-made disasters. This role involves planning, implementing, and managing recovery programs and projects aimed at restoring public infrastructure, services, and community well-being. The manager will collaborate with various county departments, state and federal agencies, and community stakeholders to ensure efficient recovery operations, compliance with regulations, and securing necessary funding for recovery efforts. The ideal candidate should possess strong project management skills and experience in disaster recovery, along with the ability to navigate complex regulatory environments.

Responsibilities

  • Develop and implement the county's disaster recovery plans in alignment with local, state, and federal regulations.
  • Lead county-wide disaster recovery operations for floods, hurricanes, wildfires, and other emergencies.
  • Coordinate recovery efforts with internal departments, FEMA, TDEM, and other external agencies.
  • Manage recovery projects including infrastructure rebuilding, public works restoration, and essential services.
  • Monitor recovery project budgets, ensuring compliance with funding requirements.
  • Serve as the primary point of contact for recovery activities and communicate with officials and the public.
  • Provide regular updates on recovery efforts, project timelines, and funding needs.
  • Maintain accurate documentation and submit required reports to support funding claims.
  • Oversee planning and construction of public infrastructure recovery projects, ensuring timely completion.
  • Support emergency response logistics and assist with disaster assessments and response plans.

Requirements

  • Bachelor's Degree in Emergency Management, Public Administration, Civil Engineering, or a related field is required.
  • Minimum of 5-7 years of professional experience in disaster recovery, emergency management, or related fields.
  • 1-2 years' experience in managing complex recovery projects, including public infrastructure restoration, and securing FEMA and state-level recovery funding.
  • Thorough knowledge of FEMA Public Assistance and other disaster recovery funding mechanisms.
  • Strong understanding of local, state, and federal regulations regarding disaster recovery and public works projects.
  • Excellent project management, organizational, and leadership skills.
  • Ability to effectively communicate with public officials, community members, and external stakeholders.
  • Proficiency in emergency management software and tools.
  • Valid Texas driver's license and the ability to travel to disaster sites within the county.

Nice-to-haves

  • Master's Degree in Emergency Management, Public Administration, Civil Engineering, or a related field is preferred.
  • Certified Emergency Manager (CEM) or similar credentials.
  • Experience working with county governments or other local jurisdictions.
  • Experience with GIS mapping and damage assessment tools.
