About the position

The City of Greer is currently accepting applications for a Director in our Planning and Development Department. This position involves supervising, directing, and evaluating assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. The Director will coordinate, assign, and review work, establish work schedules, maintain standards, monitor the status of work in progress, inspect completed work assignments, and provide guidance as needed. The role requires planning, communicating, and providing a strategic vision and direction for the Planning and Development Department, ensuring timely preparation and completion of presentations for boards and commissions, and evaluating department procedures to implement changes for efficiency and completeness. The Director will work collaboratively with various stakeholders, including the City Council, Planning boards, and the public on planning and development issues, and will be responsible for overseeing the management of design and construction of structures within the city.

Responsibilities

  • Supervises, directs, and evaluates assigned staff.
  • Coordinates, assigns, and reviews work and establishes work schedules.
  • Maintains standards and monitors status of work in progress.
  • Inspects completed work assignments and answers questions.
  • Provides leadership necessary to meet the City's current and long-range needs.
  • Works with various city officials and departments on planning and development issues.
  • Ensures timely preparation and completion of presentations for boards and commissions.
  • Evaluates department procedures and implements changes for efficiency.
  • Develops training programs to improve the functioning of boards.
  • Attends City Council, Review Boards, Board of Zoning Appeals, and Planning Commission meetings.
  • Communicates with City Council regarding actions of development boards.
  • Advises Council on development, environmental, urban design, and infrastructure planning issues.
  • Evaluates proposed development projects for compliance with City policies.
  • Coordinates with other departments regarding potential developments.
  • Facilitates and implements long- and short-range plans for the City.
  • Identifies complex obstacles to appropriate development growth and advances solutions.
  • Supervises and advises staff on Comprehensive Plan amendments.
  • Oversees management of design and construction of structures within the city.
  • Develops, manages, and monitors the department's annual budget.
  • Interprets and explains codes, ordinances, and regulations to contractors and homeowners.
  • Responsible for ordinance preparation, review, and presentation to Council.
  • Schedules public hearings and maintains library of codes adopted for public inspection.
  • Creates and maintains Code Enforcement Policy.
  • Trains and supervises staff responsible for enforcing codes and ordinances.
  • Supervises Code Enforcement Staff and manages nuisance complaints.

Requirements

  • Bachelor's degree in planning, construction management, engineering, or related major.
  • Eight (8) years of progressively responsible professional experience in planning or closely related field.
  • Six (6) years of supervisory and administrative experience.
