About the position

The Director for Purchasing is responsible for administering the purchasing functions for the La Joya Independent School District (ISD). This role ensures compliance with applicable state and federal laws and regulations governing school district purchases of goods and services. The position requires a strong focus on implementing a rigorous curriculum/instructional program that supports student success and achievement.

Responsibilities

  • Oversees the purchase of materials and equipment for the district through competitive bids, competitive sealed proposals, requests for proposals, government catalog contract purchases, informal quotations, and negotiations.
  • Develop and implement policies and procedures related to Purchasing and monitor the area's operations to ensure compliance.
  • Oversee the formal solicitation process, including notice and instructions to bidders, specifications, and proposal forms.
  • Oversee departmental vendor communication to establish new sources, products, and services.
  • Provide resources to inform the vendor community about the district's procurement process.
  • Collaborate with district personnel to determine specific requirements and assist in locating necessary goods and services.
  • Oversee contract administration and handle adjustments with suppliers.
  • Provide guidance to district staff on the proper interpretation and application of purchasing policies and procedures.
  • Monitor the approval/disapproval of purchase requisitions and supervise the issuance of district purchase orders.
  • Oversee the departmental Open Records Requests process.
  • Compile and maintain files, including physical and computerized reports and auditable accounting records.
  • Select, train, evaluate, and supervise Purchasing staff.
  • Maintain a high level of ethical behavior and confidentiality of information.
  • Participate in professional development as needed.
  • Perform other duties as assigned by the Chief of Business, Finances and Administrative Services.

Requirements

  • Bachelor's Degree in Business Administration or Accounting.
  • Master's Degree in Business Management preferred.
  • A minimum of five years of professional-level experience in administering the purchasing functions of a school district or public entity.
  • Demonstrated knowledge of competitive bidding statutes and purchasing procedures.
  • Knowledge of auditing principles.
  • Proficiency in computer literacy skills and file maintenance.
  • Effective communication, organizational, and interpersonal skills.
  • Ability to organize work efficiently and interpret policies, procedures, and data.
