About the position

The Director of Public Works is responsible for overseeing the integration of physical assets, management practices, and personnel to ensure effective delivery and maintenance of essential services for Hempfield Township. This role involves administrative and technical functions related to planning, coordination, and supervision of departmental activities, with a focus on strategic planning for transportation, stormwater, and facility infrastructure. The incumbent will also recommend long-term strategies to enhance operational efficiency within Public Works.

Responsibilities

  • Plan, organize, and direct the department's workplan and activities related to public works projects.
  • Develop and implement departmental goals, objectives, and priorities to meet service standards and community needs.
  • Establish and update a comprehensive practices and procedures manual for standardized operations.
  • Schedule personnel and allocate resources effectively for operational and maintenance functions.
  • Ensure compliance with the township's Collective Bargaining Agreement (CBA) for unionized employees.
  • Support a collaborative workplace culture and engage staff in training using various management tools.
  • Utilize data-driven methods to plan and manage infrastructure projects efficiently.
  • Lead departmental technology initiatives for financial transparency and asset management.
  • Oversee asset lifecycle management for township infrastructure using digital platforms.
  • Develop and maintain comprehensive departmental records and documentation for operational excellence.
  • Serve as the primary public contact for Public Works and attend community meetings.
  • Prepare and distribute informational materials to inform the community about public works projects.
  • Prepare the department's annual operating budget and monitor departmental spending.
  • Ensure compliance with federal, state, and local regulations in all department activities.
  • Implement and monitor safety programs and conduct regular training sessions.
  • Manage fleet, equipment, and infrastructure assets for operational efficiency.
  • Participate in committee work for the department and Township as needed.

Requirements

  • A Bachelor's degree in civil engineering, public administration, project management, or a related field is preferred.
  • A Master's degree in a relevant field is preferred and may substitute for some experience requirements.
  • Licensure as a Professional Engineer (PE) in Pennsylvania is preferred but not required.
  • At least seven to ten years of progressive experience in public works management.
  • At least five years of supervisory experience in a public works or infrastructure-related role.
  • Proven experience in complex project management, particularly large capital projects.
  • In-depth understanding of municipal codes, public works regulations, and APWA standards.
  • Experience with grant writing and administration relevant to public works.
  • Familiarity with GIS mapping and data analytics for infrastructure planning.
  • Demonstrated knowledge of sustainable practices in public works.

Nice-to-haves

  • Experience with OpenGov software for budget management.
  • Familiarity with Cartegraph software for asset management.
  • Knowledge of Pennsylvania MS4 (stormwater) policies.
