About the position

The Human Resource Director at Espanola Public Schools will play a pivotal role in shaping the HR department's policies and practices to align with the organization's mission and talent strategy. This position involves planning, leading, directing, developing, and coordinating all activities within the HR department, ensuring compliance with legal standards and the effective implementation of HR initiatives. The Director will work closely with senior leadership to understand and execute the organization's goals related to staffing, recruiting, and retention, thereby contributing to the overall success of the district. In this role, the Director will oversee the recruitment, interviewing, hiring, and training of new staff, ensuring that the department operates efficiently on a daily basis. They will provide constructive performance evaluations and manage disciplinary actions in accordance with the collective bargaining agreement (CBA) and district policies. The Director will also administer various HR programs, including compensation, benefits, leave management, and performance management, while ensuring compliance with federal, state, and local employment laws. The Director will be responsible for identifying staffing needs and developing innovative recruitment strategies to attract top talent. They will conduct research and analyze organizational trends, presenting findings to the Board of Education and relevant committees. Additionally, the Director will maintain updated job descriptions in line with New Mexico Public Education Department (NMPED) and federal guidelines, and coordinate with the finance department to manage personnel budgets and audits. This position requires strong leadership skills, the ability to adapt to organizational needs, and a thorough understanding of employment-related laws and regulations.

Responsibilities

  • Plan, lead, direct, develop, and coordinate the policies and activities of the HR department.
  • Recruit, interview, hire, and train new staff within the district.
  • Oversee the daily workflow of the HR department.
  • Provide constructive and timely performance evaluations.
  • Handle discipline and termination of employees in accordance with CBA and district policy.
  • Collaborate with senior leadership to implement staffing, recruiting, and retention strategies.
  • Develop and implement HR policies, processes, training, and initiatives.
  • Administer human resource programs including compensation, benefits, and leave management.
  • Identify staffing and recruiting needs and develop innovative hiring methods.
  • Conduct research and analysis of organizational trends for reporting to BOE and committees.
  • Monitor compliance with employment laws and regulations, modifying policies as needed.
  • Maintain knowledge of trends and best practices in HR and employment law.
  • Coordinate with finance to manage position controls and personnel budgets.
  • Manage the HR department budget and provide leadership in collective bargaining agreements.
  • Facilitate professional development and training for HR staff.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or related field required; Master's degree preferred.
  • At least five years of human resource management experience is required.
  • Thorough knowledge of employment-related laws and regulations.
  • Strong analytical and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and negotiation skills.
  • Strong supervisory and leadership skills.
  • Proficient with Microsoft Office Suite, G-Suite, or related software.
  • Proficiency with HRIS and talent management systems.
