About the position

The purpose of this position is to manage, direct and supervise all operations of the Department which include Administration, Engineering, Water distribution and Sewer collection, Water Plant Operations, Stormwater, Roads and Bridges, Facilities and Capital Projects. This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the City Manager and/or elected officials. The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Responsibilities

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Plans, assigns and directs the operations and maintenance of Utilities, Engineering, other related public works services.
  • Responsible for the development, implementation and evaluation of department plans, policies and procedures to achieve annual goals and objectives.
  • Responsible for the development and implementation of departmental operating/capital budgets and establishes budgetary controls. Reviews and approves expenditures. Prepares financial forms and reports.
  • Directs the review, design, construction, inspection, and bids of all City construction, improvement, maintenance and repair, and public works projects. Tracks and monitors contracts.
  • Develops long-range capital improvements and prepares the five-year Capital Improvement Program budget; Facilitates and expedites project progress to ensure adherence to established schedules; keeps City Manager, or designee, apprised of project status.
  • Recommends major purchases and expenditures.
  • Attends meetings to plan programs, identify issues, and improve services/programs.
  • Acts as the department liaison with internal and external teams, committees, outside agencies (including local and State officials), the community and other interested groups.
  • Receives, reviews, prepares and/or submits various records and reports including budget documents, purchase requisitions, purchase orders, bid documents, performance evaluations, invoices, flow charts, agenda items, work orders, personnel forms, memos, etc.
  • Ensures compliance with, enforces and interprets Federal, State and local laws, rules and regulations as well as City policies and procedures; Implements and maintains Federal, State and local mandates; Stays abreast of current developments in industry which may affect City and/or department.
  • Provides excellent customer service to both internal and external customers. Supervises public education and outreach programs, represents department, attends and/or facilitates public meetings and assists other departments as required.
  • Reviews and evaluates infrastructure and asset development processes for compliance with City codes and sound engineering practices.
  • Responsible for grant submittals, administration and coordination.
  • Attends and conducts meetings as required; writes report and transmittal documents.
  • Monitors the department's customer service request process to ensure effective and efficient service delivery.
  • Receives and responds to public inquiries and requests for information and assistance and takes appropriate action to resolve problems.

Requirements

  • Bachelor's Degree in Civil Engineering or related major.
  • Ten (10) years of public works and/or utilities experience of which five (5) years of progressive leadership, department/divisional leadership or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
  • Florida Professional Engineer's License.

Nice-to-haves

  • Experience in project management and construction of municipal infrastructure.
  • Experience in operations and maintenance of Utilities, Stormwater, Municipal Infrastructure and related systems.
  • Experience in basic principles and practices of public administration including budgeting, purchasing and the maintenance of public records.
  • Knowledge of facility design and construction and alternate delivery methods.
  • Knowledge of engineering standards, land development code regulations, requirements and State and local regulations regarding utility infrastructure.
  • Knowledge of Civil Engineering Principles and practices, and a basic knowledge of water treatment processes.
  • Knowledge of Federal, State, and Local laws, ordinances, policies.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of budgeting methods and systems.
  • Knowledge in the American with Disabilities Act (Federal and State standards).
  • Knowledge in traffic operations, roadway safety, Complete Streets and Vision Zero.
  • Skill in organizing and directing the work of others. Skill in oral and written communication.
  • Skill in handling conflict and uncertain situations.
  • Skill in using software applications to perform data analysis and problem solving.
  • Skill in collecting, analyzing and interpreting applicable research data.
  • Ability to communicate well with public both orally and in written form.
  • Ability to enforce City ordinances in a professional manner.
  • Ability to read and correctly interpret engineering drawings.
  • Ability to plan, direct, organize and integrate broad, comprehensive public infrastructure programs and activities.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to oversee and complete numerous tasks simultaneously and in a timely manner.
  • Ability to train others.
  • Ability to analyze and resolve irregular events.
  • Ability to deal effectively with the general public, City officials, contractors, engineers, architects and other City employees.
