About the position

CareLink Community Support Services is seeking a Director of Human Resources who will serve as the head of the Human Resources function. Since 1959, CareLink has been a premier provider of behavioral healthcare services in both Pennsylvania and New Jersey. CareLink is proud to offer high quality and specialized behavioral health treatment services to adults living with psychiatric concerns and/or intellectual disability. The Director of Human Resources is directly responsible for the overall administration, coordination, and evaluation of the Human Resources, Employee Benefits and Training functions. This includes administering human resources policies, programs and practices: planning, organizing, developing, implementing, coordinating, and management. The Director ensures the health and welfare of the people we employ and serves as a liaison for the agency with other outside parties. Reporting directly to the CEO, the Director is a key member of the executive team and exercises significant independent judgment and initiative in a variety of complex Human Resources functions.

Responsibilities

  • Annually reviews and makes recommendations to executive management for improvement of the agency's policies, procedures, and practices on personnel matters.
  • Maintains knowledge of industry trends and employee benefits legislation and ensures agency's compliance.
  • Maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters.
  • Communicates changes in agency personnel policies and procedures and ensures proper compliance is followed.
  • Assists executive management in the review, preparation and administration of agency wage and salary program.
  • Consults with legal counsel as appropriate, or as directed by the COO, on personnel matters.
  • Works directly with department managers to assist them in carrying out their responsibilities on personnel matters.
  • Recommends, evaluates, and participates in staff development for the agency.
  • Develops and maintains human resource systems that meet agency personnel information needs.
  • Supervises the staff of the human resource department.
  • Develops and administers various human resources plans and procedures for all company personnel.
  • Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.
  • Implements updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys; analyzes compensation; monitors the performance evaluation program and revises, as necessary.
  • Develops recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration.

Requirements

  • Bachelor's degree required; master's degree preferred.
  • Six (6) years of progressively responsible HR related experience; or any equivalent combination of education, training and related experience.
  • SPHR and/or SHRM-SCP Certification strongly preferred.
  • Knowledge of talent acquisition and development, performance management, compensation, employment law, employee relations, and regulatory compliance.
  • Supervisory experience.
  • Prior experience with Paylocity is preferred.
