About the position

Elizabethtown College seeks applications for the position of Director, Elizabethtown College Police Academy. The Elizabethtown College Police Academy was recently approved by the Municipal Police Officer Education and Training Commission (MPOETC) as the first new Act 120 municipal police academy in Pennsylvania in more than 40 years. We are looking for a visionary leader to ground the Elizabethtown College Policy Academy in the college's motto, Educate for Service, to prepare our academy to produce cadets of the highest caliber, and to build strong relationships with college and community stakeholders. The Director of the Elizabethtown College Police Academy will be responsible for overseeing all operations of the Academy and ensuring compliance with all MPOETC policies. This is a full-time, twelve-month position reporting to the Dean of the School of Public Service. The preferred start date is February 15, 2025; however some flexibility may be afforded to the right candidate.

Responsibilities

  • Provides vision and leadership for the Police Academy, ensuring high standards of training to cadets and current certified police officers.
  • Works collaboratively with the Dean of the School of Public Service, the Director of Criminal Justice, and the External Advisory Board to create, review, and modify Academy curriculum.
  • Conducts regular assessment of training outcomes for continuous improvement.
  • Coordinates and supervises the daily operations of the Academy.
  • Develops and implements policies, plans, and goals for the academy, in alignment with MPOETC requirements.
  • Recruits, supervises, and evaluates Police Academy instructors and staff; Makes modifications and develops plans for continuous improvement of personnel.
  • Sets meeting schedule and agenda for regular meetings with the Elizabethtown College Police Academy's External Advisory Board. Shows responsiveness to Board and community input.
  • Prepares and manages the Police Academy budget, in consultation with the Dean of the School of Public Service and the college's Senior Leadership Team.
  • Directs recruitment and screening of qualified cadets for admission to the Academy.
  • Ensures the highest standards of compliance with MPOETC's Academy Director and Instructor Code of Conduct.
  • Schedules facility use and event space use for all Academy training and ceremonies, both with the college administration and with community partners as appropriate.
  • Teaches courses in the Police Academy curriculum and serves as backup instructor as needed, with teaching load and assignments determined in consultation with the Dean of the School of Public Service.
  • Fosters strong, positive partnerships with local police departments; Is responsive to community needs for training modifications.
  • Is responsible for safe use and storage of all training equipment, including firearms.
  • Works with the college's Institutional Advancement Team and grants office to identify and secure grants and donations in support of the Academy.
  • Communicates clearly and effectively with community leaders, local police departments, college leaders, and other stakeholders as spokesperson for the Police Academy.
  • Works closely with the Director of the Criminal Justice program to provide pathways for Elizabethtown College undergraduate students to enter the Academy.
  • Other duties as assigned.

Requirements

  • Possess an associate's or higher degree in criminal justice, public administration, education or related field, or be a graduate of a recognized law enforcement training program.
  • Ten years in law enforcement, including 5 years at an administrative level, or fifteen years increasingly responsible full-time experience as a Federal, State or municipal police officer with general police powers.
  • Free of convictions for a disqualifying criminal offense.
  • At least 2 years experience as a police or adult education instructor.
