About The Position

The Department of Design and Construction (DDC) seeks a Director of Cost Controls to lead all operations of the Project Controls cost management team. Reporting to the Associate Commissioner of Project Controls, the Director will oversee daily team activities, manage, and mentor up to 12 staff, and enhance cost estimating practices across the agency, as well as support the Advanced Capital Planning program with other City agencies. The Director will refine established policies and procedures to improve cost estimating accuracy. The Director will also support value engineering and cost reduction initiatives, provide guidance on front-end planning and change order estimating, and advance probabilistic cost estimating and BIM-based cost estimating initiatives. The Director will advise Project Managers on design-phase estimates, schedules of values, and change order analysis, as well as providing expertise on construction and soft costs, including escalation. Additionally, the Director will deliver staff training and drive the adoption of best-in-class cost management tools, including integration of risk analysis into estimating practices.

Requirements

  • Only candidates who are permanent in the Administrative Project Manager title or those filed for the agency’s Promotional List (Exam #5565), or the Open-Competitive List (Exam #5164) may apply.
  • Must include a copy of your Notice of Results card or indicate if you are already permanent in the title.
  • All candidates must be currently authorized to work full-time in the United States (U.S.).
  • Candidates must present original documents proving citizenship or the legal right to work in the U.S.
  • Educational credentials must be from a U.S. Department of Education-recognized accredited institution.
  • Credentials from foreign institutions require independent equivalency verification from an approved evaluation service.
  • A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR A four year high school diploma or its educational equivalent and nine years of experience as described above, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR Education and/or experience equivalent to the above.
  • All candidates must have the two years of the administrative, managerial, executive, or supervisory experience.

Nice To Haves

  • One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect.
