About the position

The Budget Director position was established for the purpose of utilizing the District's resources efficiently; ensuring financial legal compliance; providing financial information timely and accurately; and satisfying internal and external customers in regards to financial matters.

Responsibilities

  • Lead the preparation of various required budget documents, periodicals, and financial reports including the annual State Budget Forms, Annual Comprehensive Financial Report, Building Needs Assessment Reports, plus various other state education agency reporting requirements, ensuring accuracy, timeliness, and adherence to legal requirements.
  • Strive for national recognition for excellence in financial reporting on budget documents and annual reports.
  • Complete and review complex journal entries for allocating expenditures and converting modified cash general ledger to GAAP basis for the fiscal year end.
  • Analyze financial data, including revenues, expenditures, and cash management, to provide strategic recommendations, optimize resource allocation, and ensure operations remain within budget.
  • Track and project revenues, expenditures, and cash balances to ensure fiscal practices are followed, obligations are met, and resource efficiency is optimized.
  • Complete long term financial forecasting to guide strategic financial planning measures for the district. Report monthly to the CFO on forecast trends, with a focus on key spending areas.
  • Collaborate with external auditors, grant representatives, and regulatory agencies, providing critical information and risk assessments related to district finances during the annual financial audit, annual single audit, annual state education agency enrollment and financials audit, post legislative audits, and various other interim audits.
  • Perform analysis on district wide human capital to assess staffing ratios and appropriate funding sources utilizing position management skills to manage the districts top category of spending.
  • Summarize staffing ratios to assist in personnel decision making.
  • Provide excellent internal and external customer service on budgeting and financial reporting issues.
  • Present complex financial information clearly to district staff, leadership, and external stakeholders to ensure informed decision-making.
  • Research and evaluate financial trends and legislative updates to assess their impact on district operations and ensure legal compliance.
  • Oversee departmental personnel management, including recruitment, training, and performance evaluation, to maximize productivity and achieve district objectives.
  • Implement and monitor internal controls to safeguard financial resources, maintain data integrity, and ensure compliance with fiscal policies.
  • Develop and maintain comprehensive documentation of budgeting processes and procedures. Serve as the functional expert on financial systems, driving system efficiencies and enhancements.
  • Assists with additional duties as assigned by Chief Financial Officer.

Requirements

  • Bachelor's degree required
  • Master's degree preferred
  • Minimum four years supervisory experience required
