About the position

The Deputy Commissioner for Operations at the Texas Department of State Health Services (DSHS) is responsible for providing advanced managerial leadership and strategic direction to the department's operations functions. This role involves planning, directing, and coordinating various operational functions that support the department's programs and services, including information technology, human resources, and facilities management. The Deputy Commissioner is a key member of the executive team, overseeing operational initiatives and ensuring effective resource management while addressing future operational needs.

Responsibilities

  • Provide overall vision, leadership, and strategic direction to the department's operations functions.
  • Lead and coordinate the department's operations functions, directing major operational initiatives and resolving problems.
  • Direct planning, implementation, and evaluation of the Operations Division, assessing and organizing operations to meet service levels.
  • Assist in the development and administration of the Division budget, ensuring effective support of the department's programs.
  • Represent the department with various state and federal agencies, making presentations and providing information as needed.
  • Participate in disaster response or Continuity of Operations as assigned.

Requirements

  • Graduation from an accredited four-year college or university is required.
  • A minimum of five (5) years of full-time supervisory or management experience in Business Services, Human Resources, Information Technology, and/or Facilities Management.
  • Knowledge of leadership principles, information technology concepts, strategic planning, and state agency operations.
  • Skill in planning, executing, and evaluating complex programs and policies; problem-solving; and management of resources.

Nice-to-haves

  • Coursework in public administration, business, human resources management, or a related subject.
  • A master's degree.
  • Eight (8) years of full-time supervisory or management experience in relevant fields.
