About the position

The Deputy Commissioner for Administration serves as a key fiscal and operational support role within the New York State Office of Children and Family Services. This position is responsible for overseeing the agency's budget management, financial operations, and contract management, while also advising on policy development and legislative impacts. The role requires strong leadership and communication skills to effectively manage a significant budget and represent the agency in various state and federal meetings.

Responsibilities

  • Act as principal advisor to the Commissioner and Executive Deputy Commissioner in policy and program development.
  • Manage the overall development, review, and presentation of the Agency's annual budget process totaling nearly $6.0 billion.
  • Advise on the effects of new or revised legislation and assist in developing the Agency's position to ensure fiscal stability.
  • Provide long-range projections of staffing requirements through comprehensive workforce planning.
  • Represent the Agency at conferences and meetings with various state and federal agencies.
  • Oversee the design, support, and management of critical information technology solutions.
  • Plan, direct, and coordinate specific projects/activities as assigned by the Commissioner or Executive Deputy Commissioner.
  • Collaborate with the Division of Audit and Quality Controls to ensure compliance with fiscal and programmatic standards.
  • Direct the review and analysis of programs and operations to develop innovative service methods.
  • Coordinate subordinate staff in the development and analysis of the Agency's budget.
  • Direct the planning of regular and supplemental budgets and long-range program budget planning.
  • Oversee activities related to facilities management, fleet management, and capital facilities service activities.

Requirements

  • Bachelor's degree in Finance, Business, Accounting, or a related field.
  • Ten years of progressive leadership roles in Finance and related areas.
  • Outstanding oral and written communication skills.
