Explore more details on the Benefits of Working at HHS webpage. The Data Analyst IV reports to the Operations Data Analyst Manager within the Utilization Review (UR) department. The Data Analyst plays a pivotal role in overseeing the technical aspects of the UR Medicaid programs. This position involves developing and monitoring review applications, training staff, analyzing UR data, and ensuring compliance with Medicaid requirements. The Data Analyst will also act as a liaison with internal and external stakeholders and contribute to the development of reports, dashboards, and methodologies that enhance the effectiveness of the UR program. UR offers flexible work arrangements, including a hybrid schedule. Note that candidates who qualify for telework and work outside of the Austin area will need to travel to the Austin office per business needs.

Requirements

  • Graduation from an accredited four-year college or university with major coursework in one of the following fields: Data Science, Business Analytics, Business Administration, Healthcare Administration, Healthcare Computer Science, Nursing Informatics, Computer Information Systems, Management Information Systems, Accounting, Finance, Mathematics, Statistics, Economics, or related field.
  • OR Associate's degree or preferred certification(s) in a related field plus a minimum of four (4) years of relevant work experience.
  • At least two (2) years of experience in data analysis and development, including working with large datasets and statistical tools.
  • Experience performing data analysis, development, research, data compilation, and reporting activities.
  • Proficiency with data management and analysis tools such as SQL, Excel, and data visualization software (e.g., Tableau, Power BI).
  • Experience interpreting complex data and translating findings into actionable insights.
  • Demonstrated experience developing solutions using the Microsoft Power Platform suite (e.g., Power Apps, Power Automate, Power BI, Dataverse).
  • Statistical analysis processes, data models, database design, and data mining techniques.
  • Data management/development software and coding language, such as Power Platform (Dataverse, PowerApps, Power Automate, Power BI), Power BI Report Builder, Power-M, DAX, SQL, and Excel.
  • State and federal regulations related to data protection, including confidentiality, handling, and distribution of sensitive information.
  • Program data management, implementation strategies, and evaluation processes.
  • Using query language/formulas and manipulating large databases in Dataverse, Excel or other software.
  • Designing and developing data models and reporting functions.
  • Designing, developing, and maintaining solutions within Power Platform, including Dataverse, Power Apps, Power Automate, and Power BI.
  • Graphical and tabular presentation of data, including designing dashboards and reports using Power BI and Tableau.
  • Strong verbal and written communication skills, including the ability to clearly explain complex data findings and methodologies to both technical and non-technical audiences.
  • Designing and developing workflow and data reporting functions using Power Automate, Power BI Report Builder, or similar tools.
  • Managing multiple priorities, working under time constraints, and demonstrating initiative to organize and complete projects efficiently.
  • Adapting to new technologies, methodologies, and business requirements. Strong willingness to learn and stay updated with emerging trends and tools.
  • Receptiveness to feedback and coaching for ongoing professional growth.

  • Work independently, make sound decisions, and exercise good judgement to ensure project timelines are met while maintaining high standards of accuracy.
  • Manage time effectively, meet deadlines, and maintain meticulous attention to detail in all aspects of data analysis and reporting.

Nice To Haves

  • Masters Degree in similar fields.
  • Certification in Microsoft Power Platform.
  • Experience with programming languages such as Python or R.
  • Experience working with Texas Medicaid or utilization review data, programs, or environments.

Responsibilities

  • Ensure that reports and visualizations translate complex data into understandable, actionable information and meet business requirements.
  • Perform statistical analyses to identify trends, patterns, and correlations within data sets.
  • Develop and apply predictive models and algorithms to forecast future trends and outcomes.
  • Use advanced analytics techniques to generate actionable insights that support strategic decision-making.
  • Ensure data integrity and security by implementing best practices for data handling and protection.
  • Monitor data access and maintain compliance with data protection regulations.
  • Collaborate with various departments to understand their data needs, provide analytical support, and offer training on data tools and techniques.
  • Identify opportunities for process improvement and implement data-driven solutions to enhance business operations.
  • Perform additional tasks and responsibilities as assigned by management. This may include participating in special projects, assisting with organizational initiatives, or addressing emerging business needs that require data analysis expertise.
