About the position

The Criminal Investigator (Program Manager) position at the Department of Justice's Office of Enforcement Programs and Services is a critical role focused on enhancing law enforcement capabilities related to firearms and ammunition technology. The incumbent will serve as an expert in Program Management Frameworks (PMFs), representing the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to various stakeholders, including external partners and government representatives. This position involves developing training programs, advising on policies, and engaging in active investigations to support the ATF's mission of protecting communities from violent crime and illegal activities.

Responsibilities

  • Develop training plans and curriculums for PMF training for external training and division program personnel.
  • Advise on policies and procedures and instruct Branch personnel, contractors, and Field Division PMF Coordinators and Trainers.
  • Prepare and provide justifications for equipment requests and assess their impact on law enforcement missions.
  • Engage and advise in active investigations and seizures of evidence, serving as a Subject Matter Expert (SME) for PMF criminal investigations.
  • Develop, review, evaluate, and recommend presentation materials related to PMF investigations and trends.

Requirements

  • At least one year of specialized experience equivalent to the GS-13 level.
  • Demonstrated experience providing accurate information and guidance regarding procedures related to arrest and evidence handling.
  • Experience applying relevant laws, regulations, and policies to investigative resources and techniques.
  • Proven leadership experience in workgroups, teams, or special projects.
  • Strong oral and written communication skills, including report writing and briefings.
  • Experience negotiating and collaborating with other law enforcement agencies.
