About The Position

This position is responsible for assisting the Jail Captain with the daily operation, supervision, and administration of the County Jail. The Corrections Lieutenant provides leadership to corrections staff, assists with policy implementation, staff training, hiring processes, and operational planning, and helps ensure the safe, secure, and efficient operation of the facility.

Requirements

  • High school diploma or equivalent.
  • Must have Wisconsin Jail Officer Certification.
  • Minimum of five years of work experience in a correctional setting.
  • No felony or domestic misdemeanor or any offense, which, if committed in Wisconsin, could be punished as felony or domestic misdemeanor unless the applicant has been granted an absolute and unconditional pardon.
  • Must successfully pass pre-employment and post-offer testing, including a background investigation, drug screen, and psychological examination. Failure to pass these will result in the employment offer being revoked.
  • Knowledge of legal compliance regarding inmates’ rights.
  • Knowledge of the principles, practices and methods of modern penology and criminology.
  • Knowledge of the criminal justice system operations.
  • Knowledge of individual and group behavior in an institutional setting.
  • Knowledge of the laws applicable to detention facility operations.
  • Ability to ensure inmate discipline and to deal effectively with non-compliance.
  • Ability to develop contingency plans to deal with emergency situations and to act decisively in the event of the same.
  • Ability and skill to manage, direct, and command people in such a manner as to obtain maximum cooperation with minimum use of coercion and minimum creations of hostility and rebellion.
  • Ability to plan and supervise the work of a large staff.
  • Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.
  • Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
  • Ability to effectively utilize the principles of strategic and long and short-range planning.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.

  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.

  • Knowledge of administrative policies and procedures of the County.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; federal, state, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.

Nice To Haves

  • Associate degree in criminal justice, law enforcement, corrections, public administration, or related field preferred.
  • Prior supervisory or lead worker experience in a jail or correctional environment preferred.

Responsibilities

  • Assists the Jail Captain with the daily supervision, administration, and operation of the County Jail.
  • Provides direct leadership, guidance, and mentoring to sergeants and corrections officers.
  • Assists in coordinating and overseeing shift operations to ensure safe and efficient jail functions.
  • Monitors staff performance and provides coaching, direction, and corrective guidance as needed.
  • Assists with implementation and enforcement of jail policies, procedures, rules, and regulations.
  • Helps ensure compliance with applicable federal, state, and local laws, administrative code requirements, and jail standards.
  • Assists with the development, review, and revision of jail policies, procedures, and operational practices.
  • Serves as a resource to sergeants and line staff in resolving operational issues, inmate management concerns, and staff questions.
  • Assists the Jail Captain in planning, coordinating, and implementing operational improvements and new initiatives.
  • Provides leadership continuity in the absence of the Jail Captain and may assume delegated administrative responsibilities as assigned.
  • Assists with hiring processes for corrections staff, including reviewing applications, participating in interviews, and conducting or assisting with background investigations.
  • Assists with staff training, orientation, and professional development for newly hired corrections officers and recently promoted supervisors.
  • Helps coordinate staffing coverage and may assist with operational scheduling needs during staff shortages, vacancies, or unusually busy periods.
  • Assists with inmate discipline review, incident follow-up, investigations, and documentation as assigned.
  • Reviews reports, logs, and other records for completeness, accuracy, and compliance with policy.
  • Assists with communication and coordination between shifts to ensure consistent operations and supervisory support.
  • May assist with coordinating court security, inmate transportation logistics, inmate movement, or other jail support functions when needed.
  • May provide support to the Inmate Services Unit during periods of high activity, staff absence, or vacancy.
  • Maintains effective communication with command staff, jail staff, outside agencies, courts, medical providers, and other county departments.
  • Other duties as assigned.
