About the position

The Contract Management Specialist 1 position at the New York State Office of Mental Health involves overseeing contract management duties within the Adult Community Care Group. The role focuses on coordinating with the Division of Budget on funding requests, executing capital contracts, and managing payments related to housing and psychiatric emergency program development. The incumbent will provide guidance on contract-related matters and ensure compliance with internal and external requirements.

Responsibilities

• Coordinate with the Division of Budget on funding requests.
• Execute capital contracts and manage payments for housing and CPEP development.
• Draft, issue, and review Requests for Proposals (RFPs) statewide in collaboration with internal stakeholders.
• Prepare reports and recommendations for contract approval, including drafting responses to interested parties.
• Prepare contract documents for signature and follow up on the approval process with internal and external agencies.
• Serve as a liaison to control agencies to address questions and concerns regarding contract approvals.
• Process purchase orders and construction contracts.
• Monitor contract expenditures and spending plans, advising the supervisor of complex issues.
• Maintain internal contract review and monitor contracts for fund availability.

Requirements

• Bachelor's degree or higher for Contract Management Specialist Trainee 1.
• Bachelor's degree or higher AND one year of professional experience managing contracts for Trainee 2.
• Bachelor's degree or higher AND two years of professional experience managing contracts for Contract Management Specialist 1.
• Experience in negotiation with contractors and vendors, fiscal management, contract development, and execution.

Nice-to-haves

• Experience in the mental health field or related sectors.
• Familiarity with state contracting processes and regulations.
