About The Position

B2 Constructors LLC is seeking an experienced Project Superintendent to lead field operations for a VA Medical Center parking lot construction project at the Dallas VAMC. This is a federally contracted project requiring strict compliance with VA regulations, VHA safety and access protocols. The Superintendent will be the primary on-site representative responsible for coordinating all subcontractors, enforcing quality standards, and driving the project to on-time, on-budget completion. The scope includes civil sitework and parking lot construction for the VA Medical Center campus, encompassing: Demolition of existing improvements (saw cutting, haul-off, disposal), Earthwork, grading, and subgrade preparation, Storm sewer installation, Erosion and sediment control (install, maintain, remove at closeout), Concrete paving, flatwork, curbs, and ADA-compliant details, High-security perimeter fencing and gate systems, Pavement markings, signage, and site details, Electrical work: demolition, temporary power, underground distribution, and exterior lighting, Landscape and irrigation modifications.

Requirements

  • Minimum 7 years of experience as a field superintendent on commercial or civil construction projects of comparable scope and complexity.
  • Prior experience on VA, DoD, or other federal government construction contracts strongly preferred.
  • Demonstrated experience managing civil sitework, concrete paving, underground utilities, and electrical subcontractors simultaneously.
  • Working knowledge of Davis-Bacon Act prevailing wage requirements and certified payroll compliance.
  • OSHA 30-Hour Construction certification (required).
  • Ability to read and interpret construction drawings, specifications, and geotechnical reports.
  • Proficient with construction scheduling tools (Procore or MS Project) and field documentation software.
  • Valid driver’s license and ability to pass VA background investigation and facility access requirements.

Nice To Haves

  • Experience with VA VHA Master Specifications and Veterans Affairs construction procedures.
  • Prior work on active medical or hospital campuses requiring coordination with facility operations.
  • Familiarity with high-security fencing and gate systems (AMAG, Lift Master, or similar).
  • LEED or quality management system familiarity.
  • USACE Construction Quality Management (CQM) certification.

Responsibilities

  • Serve as the primary point of contact on-site for the VA Contracting Officer, COR, and A/E representative.
  • Manage and coordinate all subcontractors across civil, electrical, fencing, concrete, landscaping, and specialty trades.
  • Maintain a current 3-week lookahead schedule and participate in owner/VA progress meetings.
  • Review and understand contract drawings and all applicable specification sections.
  • Sequence work to minimize disruption to active VA Medical Center operations and shuttle/parking access.
  • Enforce OSHA and VA/VHA site safety standards at all times; conduct daily safety briefings and weekly toolbox talks.
  • Manage site access controls in accordance with VA facility requirements, including badging and escort protocols.
  • Ensure NPDES stormwater compliance and maintenance of erosion control measures throughout the project duration.
  • Coordinate utility disconnects, outages, and tie-ins with VA Facility Management with required advance notice.
  • Implement and maintain the project Quality Control Plan per VA contract requirements.
  • Coordinate construction material testing (soils compaction, concrete cylinders) and respond to failed tests with corrective action.
  • Review submittals in the field and confirm installed materials match approved submissions.
  • Conduct and document preparatory, initial, and follow-up QC inspection phases for each definable feature of work.
  • Monitor subcontractor progress against the baseline schedule; identify and communicate float erosion and delays early.
  • Proactively identify and resolve scope gaps (survey/layout, traffic control, trench restoration, gate operator power, etc.) before they cause schedule or cost impact.
  • Track and document potential change conditions; submit timely notice to the PM for any changed conditions or directed changes.
  • Review and approve subcontractor daily reports, labor hours, and material deliveries.
  • Maintain a daily superintendent’s log documenting weather, crew counts, equipment, work performed, and significant events.
  • Manage RFI field observations and coordinate responses with the PM and A/E.
  • Collect as-built markups from all subcontractors throughout construction; compile final as-built set.
  • Coordinate final inspections, punch list completion, and turnover documentation including O&M manuals, warranties, and training.
