About the position

The Compliance Officer role at Colas Ltd. in Portsmouth involves ensuring that all permits related to highway works are managed accurately and efficiently. The position focuses on compliance inspections, permit authorizations, and monitoring of works to maintain the free flow of the highway network. The officer will work closely with the Network Management Team to coordinate activities and resolve compliance issues, while also adhering to national regulations.

Responsibilities

• Carry out compliance inspections for all promoters of works on the Portsmouth network.
• Authorize and set permit conditions, process requests, and monitor works within the permitting system.
• Liaise with third parties and provide performance reporting data.
• Review permitting applications and conditions, ensuring timely assessments and responses.
• Assess the nature, location, timing, and duration of works affecting Portsmouth's network.
• Decide on the appropriate use of statutory controls to minimize disruption according to NRSWA and TMA.
• Monitor day-to-day works promoter compliance and performance, identifying and resolving non-compliances.
• Report significant or ongoing issues to the Senior Permit Officer.
• Ensure compliance with Company administrative and Quality Assurance procedures.
• Be flexible and willing to perform additional duties as required.

Requirements

• Experience and knowledge of the road network and highway engineering/street works coordination.
• Numerate and computer literate, with proficiency in MS Office (Word, Excel, Outlook).
• Ability to work to targets and tight deadlines.

Nice-to-haves

• New Roads and Street Works (NRSWA) certification.
• CSCS certification.
